September 10, 1985
A regular meeting of the City Council of. the City of Rolling Hills
was called to order at the Administration Building, 2 Portuguese Bend
Road, Rolling Hills, California by Mayor Pro Tem Pernell at 7:30 p.m.,
Tuesday, September 10, 1985.

APPROVAL OF CONSENT CALENDAR 1867
- Councilwoman Leeuwenburgh requested that the'August 26, 1985 minutes
be pulled from the consent calendar. Mayor Pro Tem Pernell moved that
Item b, Payment of Bills, and Item c, Planning Commission Action on
August 20, 1985, of the consent calendar be'approved, and the Council
unanimously concurred.
PAYMENT OF BILLS
The City_ Council unanimously approved that Demands No. 887 through
903 and Demands No. 11819 through 11821 be paid from the General Fund in
the amount of $19,517.21.
APPROVAL OF MINUTES
Councilwoman Leeuwenburgh requested that the August 26, 1935 City
Council Minutes be corrected on Page 2, Paragraph 2, to show that "an
additional meeting" rather than "a concurrent meeting", would be held
by the U.S. Department of the Interior. Mayor Pro Tem Pernell moved
that the corrected minutes be approved, and the Council unanimously
agreed.
COUNCILWOMAN SWANSON ARRIVED AT 7:33 P.M.
REPORT ON TRAFFIC COMMIISSION MEETING 1875
Councilwoman Leeuwenburgh, Chairman of the Traffic Commission,
reported that the Traffic Commission met on Friday, September 6, 1985 to
discuss current business and to review the Guidelines and Recommendations
for Traffic Control Devices, prepared by Willdan Associates, Engineers
and Planners. Also in attendance at the meeting were Peggy Minor,
Community Association Manager and Traffic Commission William Stringfellow,
President of the Community Association Board. During the Traffic Commissions
field trip, specific recommendations were made regarding the Willdan Report.
These recommendations have been included in the September 9, 1985 Revised
Guidelines and Recommendations for Traffic Control Devices Report presented
to the City Council tonight. .
It was recommended by the Traffic Commission that -City Council
accept the report by Willdan Associates as presented, . and also that th205
City Council proceed with striping/pavement markings throughout the City,
in addition to those areas not covered in the Willdan Associates Report.
The Traffic Commission recommended that two areas discussed in the
original report not be changed, and that included 1) the placing of
"No Through Street" signs on every cul-de-sac in the City, and 2) removal
of the.signing on Quail Ridge Road. The Traffic Commission requested that
the Traffic Engineer monitor these areas, and he stated that he would be
comfortable with the Commissions request to do this.
. It was also the Traffic Commissions recommendation that the Willdan
Report be accepted and implemented in two segments, 1) that the in-place
striping and signing be taken care of immediately, as several of the road
signs are worn and/or are missing and need replacing, and 2) that the new
areas that have to be re -done (which includes sandblasting, etc.) be held
until after the next Traffic Commission meeting, which will be held on
Friday, October 25, 1985. Recommendations were also made to continue the
striping beyond the Association Gates, and staff has been instructed to
work out the necessary arrangements with Rancho Palos Verdes.
Mr..Devereux; City Manager, stated that staff has received this
report, and that funds,,.-have'been budgeted to redo the striping/pavement
(D markings.
Lo Councilwoman Leeuwenburgh stated that the original contract with
M Willdan Associates was to review.all the streets inthe City and make'
LL recommendations for improvements. Everything that has been recommended
Co in the Traffic Engineers report was considered by the Traffic Commission
.as being an improvement of what was currently in place.* Councilwoman
Leeuwenburgh also stated that part'of the reason why this report was done
is to protect the Community Association and the City Council, and this
report should not be denied. A paid professional has prepared this
report, and the Traffic Commission and the Community Association is
comfortable with the reports recommendations, and desires to implement
.all but two of the recommendations at this point.
Councilwoman Swanson expressed concern that the report I was being
implemented without feedback from the residents. Mayor Pro Tem. Pernell
requested staff to -advertise in the City's Newsletter that this report
is available -for review and comment at the City Hall.
Mayor Pro Tem. Pernell recommended that the City Council accept the
report as presented, and reques'ted the City Manager to review the report,
implement and advise Council as to its progress.
CEREMONIAL PRESENTATIONS 1991
. Councilwoman Leeuwenburgh presented Mrs*. Kim Sawyer, former Traffic.
Commissioner, with a placque expressing the City Council's appreciation
for her outstanding service, loyalty, dedication and.hard work to the City.
Mrs. Sawyer introduced her family, and thanked Council for giving her an
opportunity to serve on the Traffic Commission. Councilwoman Swanson
stated that shewas an original member of the Traffic Commission, and that
she enjoyed working with Kim.
Mayor Pro Tem. Pernell presented Councilwoman Swanson with a
certificate of appreciation from the California Rapid Transit District
extending their :sincere appreciation to her for her efforts and '
dedication in making the community a better place to live. Councilwoman
Swanson is a member of the RTD Board of Directors, and was nominated for
the Thomas G. Neusom. Memorial Award for outstanding service in the
community. Councilwoman Swanson stated that this was truly a surprise,
and she was very pleased to receive this certificate.-

Councilwoman Leeuwenburgh stated that she had received a telephone
call from Hal Croyts, Lomita City Council, wanting to know how many
Couhcilmembers would be attending the Southwest Area Planning Council
Meeting on Friday, September 13, 1985, at 11:30 a.m. at the Torrance
Velvet Turtle. Jim Hankla, County CAO, will discuss City/County coordination
Mayor Pro Tem Pernell requested staff to poll the Council tomorrow and call
in the reservations.
206 Councilwoman Murdock stated that she and 'Mayor Heinsheimer.met with
two members of the school board to discuss the La Cresta School site and
the location of the Continuation School, and they indicated that the
intrium period for the draft EIR has been extended to September 13, 1985
for public comment. They anticipate making a decision as to the location
of the Rancho del Mar Continuation School at their October 13, 1985
meeting.
MATTERS FROM STAFF 2045
Thomas Devereux, City Manager, presented Council with a Landslide
Investigation Status Report - Flying Triangle Landslide General, prepared
by the County of Los Angeles. Councilwoman Leeuwenburgh stated that this
was a status report commissioned by the Community Association.Board and
was accepted at their last meeting, and it is now being released at this
time. Councilwoman Leeuwenburgh read the Executive Summary of Observatio
as of May 9, 1985, which stated:
1) The Flying Triangle Main Mass Slide has accelerated as shown by
slope indicators 4, 5, 6, and Kelly No. 4 in a predominatly south
to S1oE direction toward and into Klondike Canyon.
2) The Main Mass Slide appears to underlie the Flying Triangle East
Slide. The Main Mass Slide intersects the East Slide through the
Kelly residence, cuts across The Klondike Tributary and under the
Dessy and Hartwig properties.
Slide boundaries of the Main Mass and Flying Triangle East have
joined in a complex fashion. Their relationship is still a.moot
point to be further observed and understood. The northern
boundary of the Main Mass Slide is north of No. 4 Pinto Road. The
southern boundary is south of No. 73 Portuguese Bend Road.
3) Drainage in The Klondike Tributary is now filled in by slide debris
below No. 2 Pinto Road: drainage is now diverting onto No. 4 Pinto
.Road (Dessy).
Councilwoman Leeuwenburgh added an aside: at this point in time,
the residents have buldozed part of the area changing the drainag
Acceleration of the !Main Mass Slide is likely due to an influx of
drainage directly into the slide plane cutting across the
Klondike Tributary drainage.
4) A free water table does not appear to be an activating force. If
a free groundwater table exists, it must be below elevation 700
south of Pinto Road. This could be explored by drilling operations.
5) Remedial action to stop the Main Mass movement would necessitate..
a massive designed buttress in Klondike Canyon.
Councilwoman Leeuwenburgh requested staff to make copies of this
report available to interested residents, and invited them to review the
material and make comments at upcoming.City Council Meetings.
ADJOURNMENT TO PERSONNEL SESSION 2084
The meeting was adjourned to a personnel session at 8:05 p.m. The
meeting was reconvened at 9:06 p.m. and was immediately adjourned to the
next regular meeting date, Monday, September 23, 1985 at 7:30 p.m.
