CITY OF ROLLING HILLS, CALIFORI3IA � October 10, 1985 � An emergency meeting of the City Council was called to order by Mayor pro tem Pernell in the Council Chambers of the Administration � Building, 2 Portuguese Bend Road, Rolling Hi11s; Cal�fornia at 8 :15 am Thursday, October 10, 1985 . CALL TO ORDER PRESENT: Councilwomen Leeuwenburgh, Murdor.ic, I�ayor Pernell ABSENT: � Councilmembers Heinsheimer, Swanson - - ° ALSO PRESENT: June Cunningham City Clerk Gerald Perissi Public Relations Coordinator, BFI�.� Waste �.Sy�sterns PURPOSE OF MEETING � . : .. � � � � . .: .. ,: : _ � :�Iayor Pernell said the pur�ose of the emergency meeting was to - � receive �a report � from Mr. Perissi about the status of the teamsters ' strike affecting pick up of trash and rubbish in the City .by BFI, the � City's contractor under franchise. The Ma�or noted �hat no collection m of rubbish has been made since Monday, October 7, wh�ea the City staff Q was notified that the drivers were on strike. Mr. Perissi explained that members of Local No. 396 of .the Team- ' sters ' Union are on strike, and that the problem is tied in with three other companies that serve the Sout�iern California area. A meeting is scheduled for 11 �a.m. Thursday, October 10, and Mr: Perissi said the negotiators are optimistic that the �•�age offer will �e accepted, and if it is drivers will be asked to report to the yard at 1 p.m. for ir.�medi- ate resumption of service: In the event the offer is not ratified, 80 individuals will be available Friday morning, ' October 11 to provide service on an emergency basis . Mr. Perissi said. at .ieast one large truck and. two scooters will be operated in Rolling Hills, . and at least one landfill is scheduled to operate on Sunday; he said the Board of Supervisors will meet later in the day to cflnsider requests that two additional landfills be kept open on Sunday. The schedule to be follotaed was reviewed, and ?yir. Perissi said ,the first residents to be served will be those scheduled for Monday/Thursday pick up: The rotation of the normal schedule will be :follo�•�ed, se�ving Tuesday/Friday schedules next, and ultimately the Wednesday/Saturday residents . It is the intention of the company management to work thro�gh the weeken.d in an effort to be on schedule by Monday, October 14, 1985 whether or npt the strike has been settled, Mr. Perissi said. � �� . Mayor Pernell asked. Mr. Perissi when. the current labor� �.agreement � expired, and Mr: Peri�ssi said it expired on October 1, 1985. The , Mayor said he considered the company derelict in not notifying cities that BFI did not have a labor agreement after October l , . and Mr. Perissi said the company did not expect the strike. In response to questions he said the strike appears to be peaceful at this ti�e, and there is no evidence that it �vill spread if a settlement is nQt negotiated. Mr. Perissi �said the company normaly has 100 routes, and approximately 1/3 of tYie service is being handled by management. Councilwoman Murdoek expressed concern about lack of service to comanercial ba�ns ..and other horse facilities in the area. Further, Mr. Perissi was advised of the community requirements in Rolling Hills regarding service yard pick-up, with no visible trash containers or roadside service. Mr. Perissi said the supervisors are �ware of the City' s requirements, and will monitor the situation with City and Association staff and he said only people who are familiar �vith the area will be assigned to Rfllling Hi11s .. He assured the Council that residential service will be continued wheri priorities are established and Rolling Hills will be served, stating that if the strike is not settled help will be imported from other parts of the country to continue the service. Mayor Pernell asked that the City be advised in advance when future contracts expired, and Mr. Perissi said this would be done.
