The motion was seconded by Councilwoman Swanson and carried unanimously. � APPROVAL OF MINUTES The minutes of a regular meeting on September 23, 1985 ; a joint - .meeting. with the Board of .Directors of the Ro•lling Hills Community � Association on September 30, 1985 and an Emergency. Meeting October 10, 1985: were app�oved and accepted. � - PAYMENT OF BILLS � Payment of Demands No. 925 through 942, 944 through 958 and 11825 througfi 11827 from the General Fund in the amount of $80,060.59 was approved. Demand No. 943 was voided. RESOLUTION N0. 538 " Resolution No. 538 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS CONCURRING WITH THE MARCH 1984 UPDATE OF THE � LOS ANGELES COUNTY SOLID WASTE MANAGEMENT PLAN, NONHAZARDOUS. ACTION Notification by the City Clerk that on September 17, 1985 the Planning Commission approved the following requests : ZONING CASE N0. 319 , DR. E. PUBLIC HEARING, ABATEMENT OF PUBLIC NUISANCE , JAMES EVANS , LOT 34-FT Y. Mayor Pernell opened a public hearing on abatement of a nuisance on Lot 34-FT, pursuant to Chapter 8 . 24 of the Rolling Hills Municipal Code. The City Clerk reported that Mr. and Mrs . .Evans obtained a demolition permit for removal of their home at 62 Portuguese Bend Road which has been damaged by the Flying Triangle . landslide and has been declared to be unsafe by the County Engineer and ordered removed. 218 - . October 14, 1985 � Staff was advised by the County that no work had been initiated within 30 days after the demolition permit was issued, and Mro and Mrs . Evans were advised that a public hearing on the nuisance had been set for . October 14. Mrs. Evans contacted the City on October 11 and said that demolition had been started, with as �nuch material as possible� to be salvaged for donation to a church. Subsequently the District Engineer reported that he had inspected the property and observed that windows had been removed and workmen were in the process of removing roof tiles from the garage. Councilwoman Leeuwenburgh moved that the matter be held on the agenda until the next regular meeting of the Council. The motion was seconded by Councilwoman Murdock and carried unanimously. PUBLIC HEARING, ABATEMENT OF NUISANCE, F. L. COATES, LOT 2-SF - , . Mayor Pernell opened a public hearing on abatement of a nuisance on Lot 2-SF located at 3 Southfield Drive. The City'.�.Clerk -rep�.orted that in response to a complaint by a resident abo.ut the lack of land- scaping on the property the City Manager visited the site and noted _ that it was in violation of the City' s Fire Code because of extensive growth of weeds and brush. A" �:etter.�.was written to the owner of the � property �on which a house has .been �uilt., but _has never been occupied. No response�was�:received, and Mr. Coates was advised that a public hearing in the matter would be held on October 14. Councilwoman Leeuwenburgh reported that she had visited the property prior to the meeting and observed that a crew of three men were removing .weeds , and approximately 50'/0 of the property had been clearedo , Councilwoman Leeuwenburgh moved that the matter be held on the agenda until the next regular meeting of the Councile The motion was. seconded by Councilwoman Swanson and carried. unanimously. MATTERS FROM THE CITY COUNCIL -- I1�STALLATION OF SIGNS ON CREST ROAD IN .RANCHO PALOS VERDES . Councilwoman Leeuwenburgh reported that as a result of a traffic engineering study performed for the City of Rolling Hills by Willdan Associates , the City of Rancho Palos Verdes was informed of. .recommend- ations that signs be installecl on Crest Road at the City' s eastern and western boundaries in the City of Rancho Palos Verdes advising that Crest Road is not a through street. In a letter dated October 7 , 1985 the City Manager of Rancho Palos Verdes advised that his city is agree- able to installation of the signs ; : with the unders.tanding that the signs will be installed and maintained by Rolling Hillso Councilwoman Leeuwenburgh said she has been informed that the signs have been .ordered and will be installed �ediately after receipt. KDiSNDIKE-CANYON �sBATEMENT': .DTSTRICT '�MEETING � Councilwoman Leeuwenburgh reported that she and Councilwoman Murdock met : with the Klondike Canyon Abatement District on Monday October 7y and shared information of interest to the cities . " On . . Thursday, October 10 a meeting was held in the Rolling Hills City Hall attended by Councilmen Doug Hinchliffe and Niel Hughes , Sharon Hightower representing the City Manager, and Charlie Abbott,D'irector of Public Works, all of the City of Rancho Palos Verdes , and Council- women Leeuwenburgh and Murdock, the City Clerk and Ron Smith, former City Manager who has agreed to act as consultant for the City of Rolling Hills . Also present at the meeting were Dr. Perry Ehlig, geologist-consultant for the City of Rancho Palos Verdes and Arthur Keene, supervising engineering geologist of Los Angeles County, pre- sent on behalf or. Rolling Hills . WELCOME TO OBSERVER . Mayor Pernell reported that Mr. Harold Rosen, an applicant for the position of City Manager was present to observe the meeting, and he welcomed Mr . October 14, 1985 RECESS TO CLOSED SESSION Mayor Pernell recessed the meeting to a closed session at 7 :40 p.m. to discuss matters of personnel and the potential for litigation. MEETING RECONVENED � The meeting was reconvened at 9 :20 p.m. � INSURANCE COVERAGE Mayor Pernell reported that the City had received a notice of � cancellation/non-renewal of comprehensive public entity liability and comprehensive general liability effective January 8 , 1986 at 12. 01 a.m. from Chicago Insurance Company, the carrier. Following discussion Councilwoman Swanson was asked to pursue the matter .of . insurance coverage with Cal-Surance, the current broker, to determine alternatives available to the City. � � VOLUNTEER ADVISORY ASSISTANCE - - -..: - � The.Mayor reported that former City Manager Roa Smith has offered � to serve the City and provide voluntary advisory assistance in matters (.L, pertaining to geology in. the Flying Triangle area. Mayor Pernell said . � the City Council accepted Mr. Smith' s gracious and generous of£er. a CI.TY MANAGER RECRUITING SCHEDULE Councilwoman Murdock suggested that a schedule be established for interviews for candidates for the position of City Manager. The Mayor asked that all Council members complete the rating. charts provided with copies of the resumes and 3nterviews .were scheduled for Monday, Octo- ber 21 and Wednesday, October 23 starting at 6 :30 p.m. - � ROAD STRIPING � Councilwoman Leeuwenburgh reported that striping of roads in the City would be done on October 15, 16 and 17 , and the Traffic Commission will meet on October 25 at 8 :30 a.m. to review the second increment of the consultant' s recommendations .which will then be presented to the Council for review and approval . � EMERGENCY MEETINGfJOF �.THE CITY COUNCIL � Mayor Pernell reported that the City Counci.l met in emergency session on October 10, 1985 to receive a report from the Public Re- lations Coordinator of BFI Waste Systems about a teamsters strike - which affected pick up in Rolling Hills . The strike 'was settled l.ater that day, crews worked through the weekend, and staff was ad- vised that normal service schedules were resumed by October 14. A _ brief discussion of possible deduction of charges was resolved with Council concurrence that no adjustment would be made, since BFI personnel were collecting everything following the s.trike, and no special arrangements or payments were required for pickup in excess of the amount permitted under the Franchise Agreement. ADJOURNMENT The meeting was adjourned at 9 :35 p.m. to reconvened at 6 :30 p.ul.
