2/9/1959P MINUTES OF REGULAR.MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA 9 February 1959 The regular meeting of the City Council of'the City of Rolling Hills was held at 7:30 p.m. Monday, 9 February 1959, in the City Hall. The meeting was called to order at 7:30 p.m. by Mayor Goodman. ROLL'CALL Present: Councilmen Horn, Roach, Tourtelot .and Mayor Goodman. Absent: Councilman Nielsen. Also Present: City Clerk Gilbert Myers, Deputy City Clerk Phyllis Stockdale,•City Attorney William Kinley. _......_.._..---......_ Y MINUTES - _ MEETING OF 26 JANUARY 1959 _ _ On motion of Councilman Tourtelot, seconded by Councilman. Roach and unanimously carried, the minutes of the meeting held 26 January 1959 were approved as written. CORRESPONDENCE The City Clerk read correspondence, .as follows: a. letter dated January 26, 1959 from Sheriff Peter J. Pitchess expressing appreciation'for the City Managerts letter of January 15, 1959 commending the Sheriffts Department. b. letter dated January 27, 1959 from Mr. J. M. Lowery, Auditor -Controller of Los Angeles County stating that on January 20, 19.59 the Board of Supervisors ordered the cancellation of taxes on the Community Recreation Area. c. report for the month of January, 1959 submitted by the County of Los Angeles for the Municipal Court of the South Bay Judicial District which stated that $169.10 had been collected for fines and forfeitures for the City of Rolling Hills. SOUTH BAY MAYORS The. Mayor observed that inasmuch as the South Bay Mayors were going to act as hosts to their Chiefs of Police at the March dinner meeting that he desired to have as the -guest of our -City at that meeting Sheriff Peter Pitchess. This request was approved by the Council. CITY BILLS The City Manager presented the register of bills to be allowed. On motion of Councilman Roach, seconded by Councilman Horn and unanimously.carried, Councilman Tourtelot was designated Finance Officer pro tempore. On motion of 1 1 IV. Councilman Horn,.seconded by Councilman Tourtelot and, on roll call vote by the City Clerk unanimously carried, Demands No. 353 through 357 -were approved for payment from the General Fund, as follows: Demand No. 353 Jean Brunner $ 10.86 Demand No. 354 California Bank .' 121:00 Demand No: 355 Hortie-Van Mfg. Co. 91.29 Demand No. 356 Pacific Telephone 17.97 Demand No. 357 Owen F. Goodman 99.75 Total to be paid from General Fund - $340.87 PLANNING SERVICES The Mayor advised the Council that since Resolution No. 67 which called for the services of the Regional Planning Commission under the General Services Agreement r..i had been adopted November 24, 1958 arrangements for the Lff` work could now be made. Accordingly, the manager was requested to contact Mr. John Commons regarding the assistance he would provide the City Planning Commission. The appointment of .a member to fill the vacancy created by the demise of James Friend was laid over until the next Council meeting. . ASSESSORS ROLL The City Clerk was directed by the Council to procure two copies of the County Assessorts Roll for 1959 for property within the City. TRAFFIC COMMISSION The Manager reported that the Traffic Commission met on Saturday, February 7, .1959 and gave consideration to stop signs -at Southfield and Crest Road and at East- field and Crest Road. He explained that the Commission would have a report to the Council with recommendations for action. He further reported that an extensive pro- gram of white line road striping had just been completed. STORM DRAIN PROJECT The Manager read a letter dated January 29, 1959 from the Chief Engineer of the Los Angeles County Flood Control District asking the approval of the City Planning Commission and,the City.Council of the location, character and extent of storm drains within our city. This matter was referred to the Planning Commission.
