January 6, 1986
An adjourned meeting of the City Council of the City of Rolling
Hills was called to order at the Administration Building, 2 Portuguese
Bend Road, Rolling Hills, California by Mayor Heinsheimer at 7 :3� p .m.

� APPROVAL OF MINUTES �
. Q The minutes of ineetings on December 9, 1985 and December 23, 1985
were approved and accepted as presented on a motion made by Councilwoman
Swanson, _ seconded by Councilwoman Murdock and carried unanimously.
FINANCIAL STATEMENT
The Financial Statement for November 1985 was approved and accepted
as presented on a motion made by Councilwoman Murdock, seconded by
Councilwoman Leeuwenburgh and carried unanimously.
__ STATUS OF MUNICIPAL LIABILITY INSURANCE COVERAGE _. 500-2 .
.� The City Manager advised the Council that the City's Municipal Lia-
bility coverage with Chicago Insurance Company will expire on. January 8
and the two insurance brokers who have been attempting to ob.tain cover-
age for the City have advised him� that they have not been successful ,
� but are continuing their attempt to obtain coverage. Mr. �.Belanger said
� C.al-Surance, the broker who has been handling the City's coverage, has
_ indicated that they have a viable insurer,, but have not been able to
� obtain a firm commitment to the City of Rolling Hills. The program they
would be willing to insure would require a self-insurance retention af
$250,0000, and the premium for covering the City fro� $250,000 to $5
million would be $75=80, 000. Marsh :�IcLennan has . indicated they have a
- viable insurer whc would underwrite $500,000 insurance, with the City
retaining a self-.insurance fund of $50, 000. Mr. Belanger reiterated
that neither of the insurance ma�''kets has committed to the City; therefore
he can only report that as of January 8 , 1986 the City of Rolling Hills
will be without an� insurance coverage for general liability. The City
Manager said both insurance companies have advised that they will call
him on Tuesday, January � to advise whether or not coverage has been
obtained.
Councilwoman Swanson reported that she has worked on the matter of
insurance, and everything possible Has. been done in an effort to obtain
coverage for the City. She said the only thing that can be done at this
� point is to take steps to minimize the City' s exposure, including closing
temporarily facilities owned by the City which are leased for community
use. The Manager said the Rolling Hills Community Association will be
without insurance coverage on the same day, and the City leases certain
facilities and space in City Hall to the Association and requires a hold- �
harmless agreement from the Association. ;"Ir. Belanger said the Associ-
ation is aware of the situation, but he will communicate with them in
writing on January 7 and advise therr� of the status of the insurance, so
the Association can make a decision re�arding facilities leased from
the City.

MUNICIPAL LIABILITY SELF-INSURANCE PROGRAM 781-2
. The Manager advised the Council that if no viable market is found
by January 9, 1986 , the City is self-insured, and he recommended that
the City Council establish a Municipal Self-Insurance Program. Mr. .
Belanger said it is . important that the City have a saleable self-
insurance pro ram to effer to potential insurers, and he said there is
a b�.lance of �130, 0OO:� in the Fire and Flood Self-Insurance Fund. He
advised that the budget account established for insurance is $12,500,
� and the Gener al Fund has an unreserved fund balance of $220,000. It
was the Manager's recommendation that a funding program be .established
as follows : Municipal Self-Insurance Reserve Fund $130,000
Self-Insurance Retention Level 50,000
Excess Insurance Premium Account 50,000
Claims Administrator $30/hour
Councilwoman Swanson movecl that the Manager's recommendation. be
approved, and that a self-insurance program be established, with
funds allocated in accordance with the Manager's reco.mmendation. The
motion was seconded by Councilman Pernell and carried unanimouslye
SOUTHERN CALIFOR�'�IA RAPID TRANSIT DISTRICT 855 _
In a letter dated December 27 , 1985 the Council was advised that
representatives �of cities in Corridor B will be meeting on Thursday,
January T6, 1986 at 7 : 30 p.m. at the Lawndale City Hall in a combined
meeting of the Policy Committee and Technical Committee. ' The CounciZ `
was advised that the District is negotiating with the Los Angeles
County Transportation Co�ission to receive funding for retention of
service scheduled to be cancelled on January 26, 1986 to at least �
March 1, 1936e
ADJOURNED TO EXECUTIVE SESSION
The meeting was adjourned at 8 :10 to an executive session. -
