ADJOURNED MEETING OF THE CITY COUNCIL

February 14,.1986
An adjourned meeting of the City Council of the City of Rolling
Hills was called to order at the Administration Biuilding, 2 Portuguese
Bend Road, Rolling Hills, California by Mayor Heinsheimer at 8:00 a.m.
Friday, February 14, 1986.
ROLL CALL
PRESENT: Councilmembers Leeuwenburgh, liurdock,.Pernell,
Swanson, Mayor Heinsheimer
ABSENT: None
ALSO PRESENT: Terrence L. Belanger City Manager

:MUNICIPAL ELECTION, 1986
The City Clerk reported that three incumbent members of the City
Council have filed the required papers.for re-election to office; no
other papers were taken. out. Following close of nominations a notice
was placed.in the paper as required by law, to provide an opportunity
for write-in candidates. The Council was advised that unless an action
was taken by the Council to appoint the incumbents and cancel the elec-
tion, the municipal election would take place on April 8, 1986.
RESOLUTION NO. 544
Councilman Pernell moved that Resolution No. 544 entitled: A
RESOLUTION OF THE CITY COUNCIL OF.THE CITY OF ROLLING HILLS, CALIFORNIA
PROVIDING FOR THE APPOINTMENT TO THE OFFICES OF THIS CITY THAT WERE TO
BE ELECTED ON TUESDAY, APRIL 8, 1986 be adopted, and that reading in
full be waived. The 'motion was seconded by Mayor Heinsheimer and
carried unanimously.
The Clerk reported that.the oath of office would be administered and
certificates of election would be issued to Councilwomen Leeuwenburgh,
Murdock and Swanson at a regular meeting of the City Council on Monday,
April 14, 1986.and the terms of office would be exactly as if elected
on April 8.
COMMUNICATION FROM RANCHO PALOS VERDES RE: LANDSLIDE
Councilwoman Leeuwenburgh reported that while she was in City Hall
on Thursday, February 13 staff received a telephone call from Charles
Abbott, City Engineer for Rancho Palos Verdes, -inquiring about what
precautions the•City.planned to take in anticipation of a winter storm
approaching the area.. Councilwoman Leeuwenburgh said she.referred the
request, reportedly from Mayor Hinchliffe of Rancho Palos Verdes, to
Mayor Heinsheimer. Councilwoman Leeuwenburgh said Mrs,. Abbott indicated
to her that his city planned to have a work crew and a back hoe in the
area to monitor the situation, and she subsequently discussed the situ-
ation with Mayor Heinsheimer, the City Attorney, Martin Murphy and Art
Keene of the County Public Works Department, and the City Manager, who
was attending a conference in San Diego. Mr. Belanger immediately re-
turned to the City, and Mr. Keene assured Councilwoman Leeuwenburgh
that he would come to the City on February 14 to assess the situation.
The Clerk reported that Mr. Keene had arrived and was planning to go
to the Flying Triangle:
The City Manager advised the Council that.he talked with Mr. Abbott
Thursday evening, and his concern is focused on Klondike Canyon and the
culvert under Palos Verdes Drive South; and sandbags have been placed in
the area. Mr. Belanger said he viewed Klondike Canyon early Friday
morning, and determined that water i.p flowing through Little Klondike,.
and he plans to keep abreast of the developing storm in the event that
it becomes an emergency which,requires evacuation of residents. The
Manager said there is no evidence at the present time that such measures
will be necessary.

Councilwoman Leeuwenburgh said theCity Attorneyadvisedthat
the Community Association be notified and the information was relayed
to the Association Manager, who contacted the Association's-conisulting
geologist, and to-the'President of. -the Board of.Directors. ...The-Mlay6r
determined.that.members oftheCouncil would be available for an ad—
journed meeting on Saturday, February 15, if needed..
ADJOURNMENT
The meeting was adjourned at 8:25 a.m.-to an adjourned session on
Saturday, February 15, 1986at8:00 a.m.
