Reddy CONSENT.CALENDAR Councilwoman Swanson moved that items on the Consent Calendar be approved. The motion was seconded by Councilwoman Murdock and carried unanimously. APPROVAL OF MINUTES The minutes of a regular meeting on March 10, 1986 were approved and accepted as written:.-.: FINANCIAL STATEMENT The Financial Statement for February 1936 was approved and accepted as presented.. PAYMENT OF BILLS Demands No. 1232 through 1267 in the amount of $32,574.09 were approved for payment from the General Fund on a motion made by Council- woman Swanson, seconded by Councilwoman Murdock and carried unanimously. Demands 1230 and 1231 were voided. PUBLIC HEARING,PROPOSED ORDINANCE RELATING TO MULTIPLE DRIVEWAYS 1110 Mayor Heinsheimer opened a public hearing on a proposed ordinance to govern installation of additional driveways in residential zones under the Conditional Use Permit section of the Zoning Ordinance. The City Manager reported that the Planning Commission held a public hear- ing in the matter, and recommended that the ordinance be adopted, and he said the Traffic Engineer has reviewed the proposed changes and finds them to be compatible with currently established traffic engineering standards. In a staff report the City Manager recommended that the City Council have first reading of the proposed ordinance. There was no com- ment from persons present, and.the Mayor closed the public hearing. 272 Qzz. March 24, 1986 Councilwoman Swanson moved that the proposed ordinance entitled AN ORDINANCE OF THE CITY OF ROLLING HILLS RELATING TO MULTIPLE DRIVE- WAYS IN RESIDENTIAL ZONES, AND AMENDING THE ROLLING HILLS MUNICIPAL CODE be introduced, and that reading in full be waived. The motion was seconded by Councilwoman Murdock and carried unanimously. - STATUS OF MUNICIPAL LIABILITY INSURANCE 1140 The City Manager reported that he has been advised by the Coachella Valley Joint Powers Insurance Authority that the City of Rolling Hills has been recommended for membership in the JPIA, and the recommendations will be considered by the full board when they meet on Tuesday, March 25, 1986. Mr. Belanger said if the recom- mendation is approved by the Board, as expected, there are some legislative actions that will be required of the City Council in order to become members in the Coachella Valley Joint Powers In- surance Authority. Councilwoman Swanson asked whether it would be possible to obtain coverage -higher. -than the $lmillion - $5million offered. The Manager said those are the limits offered at this.time. He said that as the Authority matures there is a possibility that it could change. The item was held on the agenda.for additional inform- ation. _..:.:.- STATUS . Councilwoman Swanson said she met with Congressman Lungren, and he was interested and willing to elicit the assistance of the Army Corps of Engineers,.stating that he was not sure Rolling Hills would qualify, since it is not a coastal city. Because of his interest in the matter, Congressman Lungren said he wished to pursue the matter personally, and would request representatives from the Army Corps of Engineers to visit the.Flying Triangle, make an assessment of the i . situation, and after making a determination of their findings, advise the City regarding a possible solution. Councilwoman Swanson said she was encouraged by Senator Lungren's interest in the situation, and she will continue to advise the City when she haai:additional in- formation to present. The Mayor asked the City Manager to update the Council on any actions that have been taken since the last Council meeting. Mr. Belanger said the proposal.submitted by Dr. Hartwig at the March 10 meeting has.been forwarded to the County Department of Public Works with a request that the County Geologist, County Civil Engineer and County Flood Control Engineers review the proposal and report -to the Council as soon as possible. To date no comment has been received from the County, the Manager said. A communication was sent to the Department'of Building and Safety in Lomita on March 17, requesting an evaluation of certain properties in the Flying Triangle area in consideration of declaring those properties a public nuisance. Mr. Belanger said the letter addressed the Barth property at 51 Portu- guese Bend Road; the Wagner property at 54 Portuguese Bend Road and the Kelly property at 2 Pinto Road, which have previously been abated in compliance with the City's requests. Additional sliding has resulted in further destruction of slabs or structures which were permitted to remain, and it is now the Manager's recommendation that the remaining rubble and debris be cleared from the site. With reference to the Evans property at 62 Portuguese Bend Road, the Mana- ger said the residence has been razed, but a considerable amount of debris remains on the site and must be removed. Mayor Heinsheimer read into the record a letter dated March 24, 1986 from F. W. Hartwig advising that he has contacted 22 of the 27 families in the Flying Triangle, and with no exceptions, those con- tacted agreed to sign a waiver relieving the City of liability in the event the City undertook remedial efforts to alleviate the slide. Dr. Hartwig said Mr. Peter Lewine has agreed to work with the City's legal counsel to draft a waiver that will be acceptable to both the City Council and Flying Triangle residents. The Mayor asked Mr. Belanger whether the County was given a firm date for reporting back to the Council, noting that the Council plans to meet with the Board 1% March 24, 1986 273 of Directors on March 31. The Manager said he asked for an assessment at the earliest possible date, and he will request some feedback for the joint meeting. Mr. Belanger explained that he asked for both a technical and logistical evaluation, and it was his opinion that it would be possible for the County to provide a technical assessment sooner than a logistical evaluation. Mayor Heinsheimer asked the Manager to contact the County and request the technical evaluation prior to the -joint meeting. Mr. Belanger said he - has toured the area with a private engineering consultant...and asked him ,.to review .lir.!- Har.twig's�.proposal and provide input as to whether in his -professional judgment the plan is'feasible-. Mr. Belanger said he expects to re- ceive the engineer's report this week. Mrs. Mimi Hartwig asked Mr. Belanger whether the engineer he refered to is SouthBay Engineering. t Mr. Belanger said iis not; he said he contacted an Iengineer from outside the local area, with extensive experience with landslides -in similar geologic and topographic conditions. COUNCILMAN PERNELL ARRIVED AT 7:55 P.M. MATTERS FROM STAFF REQUEST FOR PARKING AT LA CRESTA SCHOOL SITE The City Manager reported that he received..a request -from the:. Palos Verdes Peninsula.Unified School District for permission to park, six vehicles belonging to a cable installation firm doing work for General Telephone Company on the peninsula on the La Cresta site for four to five months in the area where the District's Administrative offices were once located. The Manager said the access to the site is from Crest Road, outside of the City of Rolling Hills. Council- woman Murdock asked whether the request violates any of the condi- tions of the Conditional Use Permit issued to the School District. The Manager said if it is not legally permitted, the parking will not be allowed; as an alternative,.the agreement could be modified if it is.the wish of the_Council. Councilwoman Swanson said she is not opposed to the request in principle, but would like more inform- ation. Councilman Pennell said he.prefers use of the site as per- mitted by the City to be kept to educational purposes. The Mayor asked the City Manager to consult with the School District to deter- mine whether parking the vehicles on the school site for a limited period of time would be beneficial to the District, or merely a convenience for the cable installation firm, and report to the Council. CAPTAIN OMOHUNDRO - NEIGHBORHOOD WATCH PROGRAM 1432 Captain Elmer Omohundro, Commander of the Sheriff's Lomita Station, advised the Council that the Peninsula cities will sponsor a program on May 14, 1986 at 7:30 p.m. at a location to be determined, to educate citizens on the benefits of the Neighborhood Watch Program. The speaker will be a refartned:burglar who will attempt to educate citizens on how to improve home security, emphasizing the things people do to encourage burglaries. Captain Omohundro said he has heard the speaker, and has observed that following his presentation people are interested in form- ing Neighborhood Watch Programs to make residents more aware of sus- picious people and events, and ways to improve home security. Captain Omohundro asked that the City of Rolling Hills participate with the other.Peninsula cities in sponsoring the program. -3- 2'74 March 24, 1986 Councilwoman Swanson said a recent weekly Sheriff's report showed two traffic citations issued, and she said she thought that was a low figure for an entire week. Captain Omohundro said there are usually fewer violations following periods of increased citations issued, and he offered to provide a report of the hours spent in the City. Coun- cilman Pernell said that information is in the Regional Law Enforce- ment Report which has been distributed -to the Council. Captain Omohundro.said he wished to discuss with the Council a letter he sent dated March 7, 1985 concerning the authority to remove unsafe commercial vehicles from highways, and said he would be present at the next regular Council meeting. The Mayor asked that copies of the letter be made available for discussion at the meeting on April 14.
