The regular meeting of the City Council of the City
of Rolling Hills was held at 7:30 p.m. Monday, 9 March
1959, in the City Hall.
The meeting was called to order at 7:30 p.m. by
Mayor Goodman.
ROLL CALL
Present: Councilmen Horn, Nielsen, Roach, Tourtelot
and Mayor Goodman.
Also Present: City Clerk Gilbert Myers, Deputy City Clerk

' MINUTES - MEETING OF 24 FEBRUARY 1959
c On motion of Councilman Tourtelot, seconded by
Councilman Roach and unanimously carried, the minutes of
the meeting held 24 February 1959 were approved as written.
CORRESPONDENCE
The City Clerk read correspondence, as follows:
a. report from the County of Los Angeles for the
Municipal Court of the South Bay Judicial District
which stated that the distribution of fines and
forfeitures for the month. of February, 1959
amounted to $19.58.
b. letter dated February 26, 1959 from Councilman
Hollis M. Peavey of the City of Downey regarding
a resolution urging the defeat of the Metropolitan
Fire Authority Act. The matter was discussed but
no action was.taken.
C. letter dated February 26, 1959 from Engineering -
Science, Inc. submitting a proposal for furnishing
engineering services in.connection with the storm
drain project. The proposal was ordered filed.
d. letter dated February 26, 1959 from the Metropolitan
Water District regarding the use of water reservoirs
for recreational purposes. The matter was discussed
but no action was taken.
CITY BILLS
The City Manager presented the register of bills to be
allowed. On motion of Councilman Tourtelot, seconded by
Councilman Nielsen, and, on roll call vote by the City
Clerk, unanimously carried, Demands No. 370 through 374
were approved for payment from the General Fund and
Demand No. 375,was approved for payment from the In Lieu
Fund, as follows:

CITY TREASURERIS REPORTS
The City Treasurer submitted reports for the months
of December:;- 1958, January and February, 1959, as follows:
As of December 31, 1958 the balance in the General
Fund was $11-,418.32; in the In Lieu Fund the balance was
$360.42 plus 5,000.00 in U. S. Treasury Bills. As of
January 31, 1959 the balance in the General Fund was
$4,557.08; in the In Lieu Fund the balance was $1,030.93
plus $5,000.00 in U. S. Treasury Bills. As of February 28,1i_
1959 the balance in the General Fund was $20,830.53; in
the In Lieu Fund the balance was $919.73 plus $5,000.00
in U.,S. Treasury Bills.
FIRST READING AND INTRODUCTION OF ORDINANCE NO. 26
Proposed Ordinance No. 26 entitled "An Ordinance of
the City of Rolling Hills Making Trespass on Private
Property Unlawful" was introduced by Mayor Goodman who
read the title thereof and moved that the reading of the
ordinance in full be waived. The motion was seconded by
Councilman Nielsen and unanimously carried.
FIRST READING AND INTRODUCTION OF ORDINANCE N0. _ _ _ _ __ ,
Proposed Ordinance No.'27 ehtitled' "An Ordinance of'
the City of Rolling Hills Amending'Ordihance_No.-16 of the
City of Rolling Hills" was introduced by'Councilman Horn
who read the title thereof and moved that the reading of
the ordinance in full be waived. The motion was seconded
by Councilman Tourtelot and unanimously carried.
PARKS AND RECREATION COMMISSION
The matter of the appointment of a Parks and Recreation
Commission for the development of the fourteen acre recre-
ational area belonging to the City was discussed. Action
was postponed until the Caballeros' election of officers.

Assembly Bill 607 was discussed by the Council and the
City Attorney was instructed to write to'riembers of the
State Legislature setting forth the disapproval of the
City Council to the passage of this bill.

PLANNING COMMISSION
The City Manager reported that Mrs. Rockwell had
been unable to accept her appointment to the Planning
Commission made at the last meeting. After discussion,
Mr. Richard H. Learned was appointed by the Mayor to
fill the unexpired term of .James R. Friend as member
of the Commission with the Council's approval and subject
to his acceptance.
ADJOURNMENT
There being no further business to come before the
meeting, it was moved by Councilman Tourtelot, seconded
by Councilman Horn and unanimously carried that the
meeting be adjourned at 8:35 p.m.
