MINUTES OF A
REGULAR MEETING OF THE CITY COUNCIL
CITY OF ROLLING HILLS
October 27, 1986
A meeting of the City Council of the City of Rolling Hills
was called to order at the Administration Building, 2 Portuguese
Bend Road, Rolling Hills, California by Mayor Pernell at 9 :00
p.m. Monday, October 27, 1986, because of lack of a quaorum at
7 : 30 p.m. , the regular meeting time.
ROLL CALL:
PRESENT: Councilmembers Heinsheimer, Leeuwenburgh,
Murdock, Swanson, Mayor Pernell
ABSENT: None
ALSO PRESENT: Terrence L. Belanger City Manager

CONSENT CALENDAR
Items on the Consent Calendar were approved on a motion made �
by Councilwoman Swanson, seconded by Councilwoman Mrudock and
carried unanimously.
APPROVAL OF MINUTES
The minutes of a regular meeting held on October 10, 1986
were approved and accepted as presented.
FINANCIAL STATEMENT
The Financial Statement for September 1986 was approved and
accepted as presented.
PAYMENT OF BILLS
Demands No. 1671 through 1676, 1678 and 1679, 1682 through .
1694 and 1696 through 1702 in the amount of $16, 391: 18 were
approved for payment from the General Fund. Demand No: 1681
in the amount of $1,090. 00 was approved for payment from the
Municipal Self Insurance Fund. Demands No. 1677 and 1695 were �
voided. �
NORMAN LA CAZE, 24 PORTUGUESE� BEND RD. , � �,���ER -OE�OB�R--�:O�--�986
A letter dated October 10, 1986 from Norman La Caze, owner
of property located at 24 Portuguese Bend Road, was held for '
consideration at the next regular meeting on November 10, 1986:
The Manager said Mr. La Caze was advised that the time for the
current meeting would be delayed because of lack of a quorum
at the regular meeting time, and he agreed to postponement until
the next regular meeting.
In response to questions from the Council relative to
procedures for waiving the moratorium for Mr. La Caze' s Conditional
Use Permit if the Council wished to do so, the City Attorney
explained that the request for exclusion should be placed on '
the agenda, and if the City Council wished to grant the exclusion,
the Urgency Ordinance which extended the moratorium would have '
to be amended by adoption of an Urgency Ordinance setting forth
the exclusion granted. .
OPEN AGENDA
Councilman Pernell opened the meeting to discussion from
the floor. �

Mr. William Cross, 63 Portuguese Bend Road, asked when the
Flying Triangle trial will start. The City Manager said it is
supposed to commence on Thursday, �October 30, 1986 .
Mr. Cross asked the status of the joint committee consisting
of representatives of the City Councils of the cities of Rancho
Palos Verdes and Rolling Hills that was formed to meet and discuss
possible solutions to the landslide as it affects both cities.
The Mayor said members of the Committee have met and discussed
the situation, but no additional meetings have been scheduled
at this time.
HR6, OMNIBUS WATER RESOURCES BILL
The City Manager reported that he had received a call from
Congressman Lungren' s office on Monday, October 27 advising that
�J� HR6 has been signed by the President. Mr. Belanger said the
bill as signed has been modified to include the Flying Triangle,
and provides that all landslides in the southern portion of the
Peninsula will be eligible for study by the Corps of Engineers
within the next two years. The Manager said that the legislation
must be approved by Congress.
Councilwoman Swanson asked that Congressman Lungren be thanked
by the City Council for his efforts in the matter, and she
suggested that Assemblyman Felando' s office be contacted regarding
HR6, since Assemblyman Felando had offered to work on funding
on behalf of Rolling Hills. Mayor Pernell. asked t�hat tfie City
Manager develop strategy with regard to maintaing contact with .
Congressman Lungren and Assemblyman Felando, and that the City
Council be kept informed in the matter. Further, he asked that
a letter to Congressman Lungren expressing the Council ' s
appreciation be prepared for his signature.
ADJOURNMENT TO CLOSED SESSION
Mayor Pernell recessed the meeting to a closed session at
9 : 05 p.m.
MEETING RECONVENED
The meeting was reconvened at 10 :05 p.m. Mayor Pernell reported
that the City Council had discussed matters of pending litigation
during the closed session.
HOLIDAY OPEN HOUSE
• Plans for an Open House hosted by the City Cou�ncil were
discussed. After consideration of several dates, the Council
members agreed to schedule the event for Monday, December 22
from 4 to 7 p.m.
MEETING ADJOURNED
The meeting was adjourned at 10 :15 p.m. to the next regular
meeting on Monday, November 10, 1986 at 7 :30 p.m.
