4/13/1959s MINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA 13 April 1959 The regular meeting of the City Council: of the City of Rolling Hills was held at 7:30 p.m. Monday, 13 April 1959, in the City Hall. The meeting was called to order at 7:30 p.m. by Mayor Goodman. ROLL CALL Present: Councilmen Horn, Nielsen, Roach, Tourtelot and Mayor Goodman. Also Present: City'Clerk Gilbert Myers, Deputy. City. Clerk Phyllis Stockdale, City Attorney :William Kinley, Messrs. Luman Miller, Fraser MacMinn and James H. Cornell, Jr. in MINUTES - MEETING OF 23 MARCH 1951 u: On motion of Councilman Horn, seconded. -by Councilman Roach and unanimously.earried, the minAt"es`of the meeting held 23 Mar6h'1959 were approved as written: CORRESPONDENCE .The City Clerk read correspondence, as follows: a. letter dated April 9, 1959 from the Southern California Gas Company regarding public hearings in connection with the Company's Application No. 40957 for an offset rate increase. b. letter dated April 9, 1959 from Mr. Norman P. Thompson of the Automobile Club of Southern California which stated that a representative of their Traffic Engineering Department would assist the City's Traffic Commission in the placement of white traffic lines at Crest Road and Portuguese Bend. c. letter dated 6 April 1959 from Major R. D. Marmaduke of Headquarters Fort MacArthur regarding the ob-servance of Armed Forces Day on May 16, 1959. d. letter dated April 1, 1959 from Mr. Donald Barclay of the Young Land Co. which stated that all of the lots proposed within Tract 24817 would contain a minimum of 209000 square feet, exclusive of streets. e. letters dated April 1, 1959 from Alan Cranston, State Controller, regarding advance apportion- ment of Vehicle License Fee Revenues for the 1958-59 fiscal year amounting to $7,802.00 for the City of Rolling Hills, and an estimate of $10,600.00 for the 1959-60 fiscal year. The Treasurer reported that a warrant for $7,802.00 had been received and deposited in the•In Lieu Fund.. _ f. letter dated March 26, 1959 from George C. England, Mayor of the City of Inglewood, requesting that the City of Rolling Hills appoint a representative to serve on the Civil Defense and Disaster Planning Board for "Area G". Accordingly, the City Manager was appointed -to represent the City by the Mayor with the approval of the Council._ CITY BILLS The City Manager presented the register of bills to be allowed. On motion of Councilman Horn, seconded by Councilman Nielsen, and on roll call vote by the City Clerk unanimously carried, Demands No. 385 through 391 were approved for payment from the General Fund, as follows: Demand No. 385 State Employees,'. Retirement System $148.29 Demand No. 386 Internal.-Revenue'Service 121.00 Demand No. 387 Palos Verdes Water Co. 5.20 Demand No. 388 Southern California Edison Co. 35.51 Demand No. 389 Pacific Telephone 15.29 Demand No. 390 General Telephone Company 7 .58 Demand No. 391 Anchor Press 1.93 Total to be paid from General, Fund - $418.80 CITY TREASURER'S REPORT The City Treasurer submitted a.report for the month of March, 1959 which stated that as of March 31, 1959 the balance in the General Fund was $11,580.59; in the In Lieu Fund the balance was $12,113.67. On a motion duly made.by Councilman Horn,,seconded by Councilman Tourtelot and unani- mously carried, the report was accepted and ordered filed. PERSONAL APPEARANCE - MR. JAMES H. CORNELL. JR. Mr. Cornell submitted a form of resolution regarding the removal of Crest Road from the County Master Plan of Highways. After -study of the proposed resolution and discussion by all Councilmen, the Mayor and City Attorney were designated to discuss the matter with Supervisor Burton W. Chace before taking formal action. NEW GATES AT MAIN GATE The City Manager reported that he was considering the purchase of electric "chopper" gates for the Main Gate. The matter was discussed by the.Council and it was decided to delay the purchase until the triple,lane gate arrange- ments had been worked out. INSURANCE Specifications for comprehensive public liability insurance covering the.City of Rolling Hills, the Community Association, Caballeros and the. Garden Club were distri- buted to all Councilmen and discussed at length. Councilmen Horn and Totirtelot were appointed to represent the Council at the next meeting of the Board of Directors of the Rolling Hills Communi,ty Association on April '20, 1959.and to discuss the' insurance bids that were received at that time. PROPOSED 'CIVIL DEFENSE ORDINANCE The City Manager reported that in order to fully participate in. the "Area G" Civil Defense program the City should adopt a Civil Defense and Disaster ordinance and plan. It was moved by Mayor Goodman that the City Attorney be instructed to develop the necessary Civil Defense Ordinance and that the City Manager develop a plan for submission to the Council as early as possible. The motion was .seconded by Councilman Nielsen and unani- mously carried. RESOLUTION NO. 71 1 Thereupon, on motion made by Councilman Roach, seconded by Councilman Nielsen, and after discussion in which all Councilmen participated, Resolution No. 72 entitled, "A Resolution of the City.Council of the City of Rolling_Hills Approving and Supporting Assembly Bill 1974 Concerning the Control of Water Pollution in the State of California" was, on roll call vote by the City Clerk, unanimously adopted. Resolution No. 72 is -set forth in full in the Book of Resolutions. ASSEMBLY BILL 1067 RE MANDATORY INSURANCE FOR POLICEMEN It was moved by Councilman Tourtelot that the City Attorney be directed to communicate to Assemblyman Charles Chapel.the City's opposition to AB 1067 requiring insurance for policemen.-The'motion was seconded by Councilman Horn and unanimously carried. ADJOURNMENT There being no further business to come before the meeting, it was moved by Councilman Horn, seconded by Councilman'Roach and unanimously carried that the meeting be adjourned at 8:15 p.m. City Clerk APPROV� ..,ayor.. 1194 Thereupon, on motion made by Mayor Goodman, seconded by Councilman Tourtelot, and after discussion in which all Councilmen participated, Resolution No. 71 entitled, "A Resolution of the City Council of the City of Rolling Hills- Authorizing the Execution of -an Agreement with the Los Angeles County Flood Control 'District Providing for .-� Payment of the Costs of Preparing Plans and Specifications ul for -Construction of Storm Drains and Drainage Channels in 11_� It Accordance With the Plan Filed with the Board of Supervisors of Los Angeles County on August 5, 1958" was, on roll call vote by. the City Clerk,°unanimously adopted.
