CITY OF ROLLING HILLS
November 9, 1987
A regular meeting of the City Council of the City of Rolling
Hills was called to order at the Administration Building, 2
Portuguese Bend Road, Rolling Hills, California by Mayor Swanson
at 7:30 p.m. Monday, November 9, 1987.

Councilwoman Pernell moved that items on the Consent Calendar
be approved as presented. The motion was seconded by Councilwoman
Murdock and carried unanimously.
APPROVAL OF MINUTES
The minutes of a meeting on October 26, 1987 were approved
and accepted as written.
PAYMENT OF BILLS
Demands No. 2432 through 2463 in the amount of $21,099.99
were approved for payment from the General Fund.
RESOLUTION NO. 564
A resolution entitled A RESOLUTION OF THE CITY COUNCIL,
CITY OF ROLLING HILLS, APPROVING AND ADOPTING THE ENGINEERING
AND TRAFFIC SURVEY FOR SPEED ZONING IN ROLLING HILLS was adopted,
and reading in full was waived.
ZONING CASE NO. 345, DR. MARK MINKES, 44 CHUCKWAGON ROAD
Mayor Swanson opened discussion of a request by Dr. Mark
Minkes, 44 Chuckwagon Road, for a Conditional Use Permit for
construction of a guest house on Lot 21 -CF- and a request for
a Variance for construction of a barn on an adjacent vacant lot,
Lot 22 -CF. The Mayor noted that the public hearing has been
closed, and the matter is before the Council for discussion and
vote. The City Manager presented two resolutions; one for approval
of the request for a Conditional Use Permit and one for approval
of the request for a Variance. Mr. Belanger said staff recommends
adoption of both resolutions approving requests in Zoning Case
No. 345.

Councilman Heinsheimer said the minutes of the October 26
meeting refer to an expression of dissatisfaction by Dr. Minkes
about the conduct of the public hearing in his zoning case, and
he asked whether the applicant's objections could create any
future ambiguity in the approvals, and whether the objections
should be addressed and resolved. The City Attorney advised
the Council that all persons who wished to speak on the zoning
case had an opportunity to do so during the public hearing, and
that all procedures pertaining to the hearing were followed.
RESOLUTION NO. 565
Councilwoman Murdock moved that the request for a.Conditional
Use Permit for construction of a guest house on Lot 21 -CF located
at 44 Chuckwagon Road be approved, and that Resolution No. 565
entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING
HILLS APPROVING A CONDITIONAL USE PERMIT IN ZONING CASE NO. 345
be adopted, and that reading in full be waived. The motion was
seconded by Councilman Heinsheimer and carried unanimously.
RESOLUTION NO. 566
Councilman Heinshemer moved that the request for a Variance
for construciton of a barn on Lot 22 -CF, a vacant lot located
at 42 Chuckwagonr Road be approved, and that Resolution No. 566
entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING
HILLS APPROVING A VARIANCE IN ZONING CASE NO. 345 be adopted,
and. that reading in full be waived. The motion was seconded
by Councilman Pernell and carried by the following roll call
vote:

PLANNING COMMISSION ACTION, OCTOBER 20, 1987
Zoning Case No. 344, Charles Thornton, 7 Williamsburg Lane
The City Manager advised the Council that at a regular meeting
of the Planning Commission on October 20, 1987 a request by Charles
Thornton for a Variance of side yard setback requirements for
enlargement of an existing non -conforming structure which
encroaches 8.6 feet into the required 20 foot side yard, and
location of a spa in the side yard, with a similar encroachment
on Lot 31-RH, located at 7 Williamsburg Lane, was approved by
the Planning Commission. The information was received for the
file.
Zoning Case No. 346, Craig Caldwell, 1 Georgeff Road
The Manager reported that at a regular meeting of the Planning
Commission on October 20, 1987 a request by Craig Caldwell for
Conditional Use Permits for construction of a tennis court and
cabana on Lot 57 -1 -MS, located at 1 Georgeff Road, were approved.
The Manager explained that the tennis court as approved complies
with the requirements of Ordinance No. 215 of the City of Rolling
Hills, and with guidelines for tennis courts established by the
Planning Commission in 1980, and that both approvals are subject
to certain other specific conditions set forth in the Findings
and Report of the Planning Commission.
.Councilman ..Pernell moved that the City Council take
jurisdiction of Zoning Case No. 346, and that a public .hearing
be held by the City Council. The motion was seconded by
Councilwoman Murdock and carried unanimously. Mayor Swanson
said a public hearing on Zoning Case No. 346 would be held at
the next regular City Council meeting on Monday, November 23,
1987 at 7:30 p.m.

Zoning Case No. 347, John Evenson, 44 Eastfield Drive
The City Manager reported that at a regular meeting of the
Planning Commission on October 20, 1987 a request by John Evenson
for a Variance of front yard and side yard setback requirements
for additions to his residence on Lot 95A -EF, located at 44
Eastfield Drive, was approved by the Planning Commission. The
Manager explained that the plan submitted with the requests
indicates that the applicant wishes to remodel an existing
non -conforming residence by extending the residence to cover
areas which are presently open, but which, when covered, will
not project further into the front or side yard setbacks than
the existing residence. The information was received for the
file.
MATTERS FROM MEMBERS OF THE CITY COUNCIL
Agreement With Palos Verdes Peninsula Unified School District
00Mayor Swanson reported that she and Councilwoman Murdock
met with representatives of the Palos Verdes Peninsula Unified
LO School District on October 28 to discuss the agreement between
the City of Rolling Hills and the School District regarding use
m of the La Cresta School site for Rancho del Mar Continuation
Q High School. The Mayor said there were some concerns about the
agreement, which have been addressed by staff of both bodies.
The City Manager reported that Dr. Price has advised him
that the agreement will be considered by the School District
at a meeting on November 16, 1987, and will be returned to the
City of Rolling Hills for inclusion on the agenda for the meeting
on November 23, 1987. The Manager said minor changes suggested
by both the School District and the City have been incorporated
into the agreement.
California Contract Cities Meeting
Mayor Swanson said all members of the City Council are
encouraged to attend the meeting of California Contract Cities
on November 18, 1987.
Proposed Joint Meeting With Board of Directors
Mayor Swanson said she had discussed with the President
of the Rolling Hills Community Association the possibility of
a joint meeting between the City Council and the Board of
Directors. The Mayor said items of mutural concern to both include
the matter of view preservation currently being considered by
the City; also the feasibility of a sanitary sewer system in
the City. The date of Monday, November 30, 1987 at 7:30 p.m.
was tentatively agreed on, subject to concurrence by members
of the City Council and the Board of Directors. Mayor Swanson
said she would advise the City Council when the date has been
confirmed.
Annual Open House
Mayor Swanson said the City's Annual Holiday Open House
has been set for Monday, December 21, 1987, from 5:00 to 8:00
p.m., and will also honor the retirement of the Deputy City Clerk.
City Selection Committtee
Councilman Heinsheimer said he has sent a letter to cities
regarding the City Selection Committee meeting on the Air Quality
Management District. He said the District will reorganize on
January 1, 1988, as a result of SB151, and three seats on the
Board will be eliminated; the Orange County seat, one of the
Los Angeles County seats and the seat formerly held by the City
of Los Angeles. As a result, the Los Angeles City delegate

will vote in the City Selection process. Councilman Heinsheimer
said the Mayor will vote at the meeting on December 3, and he
invited all members of the City Council to attend the meeting
on that date. Councilman Heinsheimer said he will campaign
vigorously for a seat on the District. Mayor Swanson said that
she will cast her vote for Councilman Heinsheimer on behalf of
the City Council.
MATTERS FROM STAFF
Reqional Law Enforcement Meetinq
The City Manager reported that the meeting of the Regional
Law Enforcement meeting, which was originally scheduled for
November 11 has been rescheduled to November 19, since some of
the participating cities will observe the Veterans' Day holiday
on November 11.
South Bay Cities Meetinq
The Manager reported that the South Bay Cities Meeting has
been rescheduled to November 12, to avoid conflict with the
Thanksgiving_holidays.
Annual Mayors' Luncheon
The Manager said the Annual Mayor's Luncheon sponsored
by the Palos Verdes Peninsula Chamber of Commerce and the Rotary
Club of Palos Verdes will be held on Friday, November 20, 1987
at the Palos Verdes Country Club. Mr. Belanger said reservations
will be made for members of the Council who plan to attend.
Duration of Buildinq Permits
Mayor Swanson said it is her understanding that building
permits remain effective for five years from the date of issue,
providing progress on the project for which they were issued
continues. She asked staff to report at the next meeting on
the status of the building permits which have been issued for
the residence at 1 Chuckwagon Road, stating that although the
permits were issued several years ago, no work is being done
at the site.
OPEN AGENDA
Mayor Swanson invited members of the audience to comment
on items not on the agenda. She explained that presentations
are limited to five minutes, and no action will be taken at the
meeting on the matter presented to the Council.
Mr. Flavio Bisignano, 18 Crest Road East, addressed the
Concil and expressed his concern about the decrease and gradual
disappearance of ground animals from Rolling Hills. Mr. Bisignano
said that when he and his family moved to Rolling Hills in 1964
pheasants and quail were in abundance, and occasional roadrunners
were seen. He said that in recent years there has been a steady
diminution of those birds, and in red foxes and other ground
animals, including skunks, and he theorized that the decrease
is attributable in part to construction and development; also
the lack of a leash law and the large numbers of dogs, both
domestic and wild, that run at large, especially at night. Mr.
Bisignano said he would be interested in participating in any
effort that might be made to preserve and increase the number
of birds and animals that are native to the area.
Councilman Pernell suggested that the matter be referred
to the Environmental Quality Board for study, and he said further
that there are naturalists and hobbyists within the community
who may wish to act as a resource on a committee to study and
make recommendations on the matter presented by Mr. Bisignano.
Councilman Heinsheimer suggested that a notice be put in the
Newsletter advising residents of the concerns expressed, and
asking for volunteers to assist in studying and evaluating the
situation.

Mayor Swanson thanked Mr. Bisignano for his presentation
and asked that he provide the City Manager with a telephone number
where he can be reached to discuss the matter further.
Sewer Feasibility Survey
Dr. David Basque, 49 Eastfield Drive, asked whether
preliminary information was available regarding the Sewer
Feasibility Survey recently conducted in Rolling Hills. Mayor
Swanson asked the City Manager to report on the matter.
Mr. Belanger said ASL, the consulting firm which is conducting
the survey, has advised that more than 40% of the quesionnaires
have been returned, and the responses are being evaluated. They
indicated that a draft report would be presented for review in
mid-November, and the Manager said that after the draft report
has been presented and additional information is added, the final
report will be provided for study by the City Council.
Mayor Swanson asked that a notice be placed in the Newsletter
reminding residents who have not yet done so to return the Sanitary
Sewer Feasibility Study questionnaires to the City.
ADJOURNMENT
Mayor Swanson adjourned the meeting to Wednesday, November
11, 1987 at 11:00 a.m. The Mayor said the Council would meet
in an adjourned session at the Goodyear Airship Station in Gardena
and would take a trip in the Goodyear blimp to view the slide
area from the air.
