OF THE CITY OF ROLLING HILLS, CALIFORNIA
8 June 1959
The regular meeting of the City Council of the City
of Rolling Hills was held at 7:30 p.m. Monday, 8 June
1959s in the City Hall.
The meeting was called to order at 7:30 p.m. by
Mayor Tourtelot.

MINUTE
S METING OF - 25 MAY 1959
On motion of Councilman Nielsen, seconded by Councilman
Horn and unanimously carried, the minutes of the meeting
held 25 May 1959 were approved as written.
CORRESPONDENCE
The City Clerk read correspondence, as follows:
a. report from the County of Los Angeles for the
Municipal Court of the South.Bay Judicial District
which stated that the distribution of.fines and
forfeitures to the City for the month of May,
1959 was $26.70.
b. letter dated June 4, 1959 from the County Engineer
of Los Angeles County which stated that during
the period from January 1 to March 31, 1959 the
Qxcess of fees collected over expenses totaled
$543.00 and that a check for this amount would
be forwarded" to the City.
c. letter dated May 27, 1959 from the Commander of
Star Post No. 309, Inc. of the American Legion
extending an invitation to the Council to Parti-
cipate in the American Legion Convention Parade
to be held Friday, June.26. The City Clerk was
instructed to convey the Council's regret at
not being able to attend. _
d. letter dated May 25, 1959 from the Corresponding
Secretary of the Palos Verdes Peninsula Council,
Parents and Teachers Association requesting that
the City Council study the need for a bicycle
control program on the Peninsula. The 'Clerk was
directed to reply, stating that the Council was
in favor of a bicycle control program and had
arranged for instruction in -bicycle safety to
be given at Dapplegray School two years ago.
e. invitation from Mr. and Mrs. C. W.,Beck of
17 Crest Road East to hear Jo Hindman speak on
Metropolitan Area Government on Thursday.,

LEGISLATION
f. report dated May 22,, 1959 from the County
Auditor -Controller which stated that collections
for the period December 11, 1958 to April 10,
1959 amounted to $18,192.43 less -commission of

$45-48 leaving a --net amount of $18,146.95,
which has been received and deposited in the
General Fund account.
g. report dated May 27, 1959 from the County
Auditor -Controller which stated that collections
for the period July 1, 1958 to December 31,
1958 for Motor Vehicle Trailer Coach License
Fees amounted to $10.20., which has been
received and deposited in the General Fund
account.
LEGISLATION
Thereupon, on motion made by Councilman Goodman,
seconded by Councilman Horn and after discussion in
which all Councilmen participated, Resolution No. 74
entitled "A Resolution of the City Council of the
City of Rolling Hills Authorizing the City Treasurer
to Withdraw Surplus Funds From the Treasury and to
Invest Said Surplus Funds in United States Treasury
Notes" was, on roll call vote by the City Clerk,
unanimously adopted. Resolution No. 74 is set forth
in full in the Book of Resolutions.

Mayor Tourtelot, with the approval of the Council,
appoint ' ed Councilman Nielsen, assisted by Councilman
Roach, to work with the City Manager on the preparation
of a city budget for the fiscal year 1959-60 which
would be ready for distribution by the time of the
Community Association Budget Hearing in July.
COUNTY SANITATION DISTRICT NO. 5
On motion made by Councilman Horn, seconded by
Councilman Roach and unanimously carried, Councilman
Goodman was designated Alternate Director for the
monthly meetings of the County Sanitation District
No. 5 held each second Wednesday at 2:30 p.m. at
2020 Beverly Boulevard$ Los Angeles 57, California.
The Council discussed generally a number of bills
of interest to cities that are before the State Legis-
lature. As a matter of general future policy, the
manager was directed to ask the City Attorney to brief

and advise the Council on these matters as they arise.
CITY TREASURER'S REPORT
The City Treasurer submitted a report for the month
of May, 1959 which stated that as of May 31, 1959 the
balance in the General Fund was $24,014.99; in the In
Lieu Fund the balance was $17,311-75. On a motion duly
made'by Councilman Nielsen, seconded by Councilman Roach
and unanimously carried, the report was accepted and
ordered filed.

Thereupon, on motion made by Councilman Goodman,
seconded by Councilman Horn and after discussion in

Thereupon, on motion made by Councilman Horn, seconded
by Councilman Roach and after discussion in which all W
Councilmen participated, Resolution No. 75 entitled "A
Resolution of the City Council of the City of.Rolling Hills
Authorizing Fred I. Tourtelot as Mayor and Vigo G. Nielsen
as Mayor Pro Tempore to Sign on the Bank Accounts of Said
Cityt° was, on roll call vote by the City Clerk, unanimously
adopted. Resolution No. 75 is set forth in full in the
Book of Resolutions.
BRIDLE TRAILS
Mayor Tourtelot reported that he had discussed plans
for the development of a peninsula bridle trail system
with Paul Little, trails coordinator for the County Parks
and Recreation Department. A discussion ensued on the
subject of bridle trails and the,dangers of riders using
the roads instead of trails. The need for establishing
official equestrian crossings marked on the pavement was
pointed out. On motion of Councilman Goodman, seconded
by Councilman Nielsen and unanimously carried, the manager
was instructed to correct the situation that exists along
the west side of Portuguese Bend Road, halfway between
the "Gap" and the Shuman property at No. 27, by cutting
weeds and trimming trees in order to make room for riders
to stay off the pavement, and he was authorized to spend
funds not to exceed $100 to accomplish this.
RIDING RING
Councilman Nielsen reported that there had been
instances of horse accidents due to. carelessness of young
people who were using the riding ring in the Community
Area. After discussion Councilman Goodman suggested that
the Caballeros be asked to draw up a set of rules and
regulations for the use of the riding ring, and that the
rules be posted there and enforced by the Sheriff.
COMMUNITY RECREATION AREA
A general discussion followed regarding the Community
Area, and Mayor Tourtelot suggested that estimates be
obtained for the installation of permanent sanitary facili-
ties there. The roposal of the Palos Verdes Water Company
dated June 6, 1959 to provide water service to the Community
Area was reviewed. The City Manager was requested to obtain
estimates for the laying of water pipe.and the purchase of
prefabricated rest rooms.
TRAFFIC CONGESTION AT ROLLING HILLS ROAD AND DALEMEAD STREET
IN TORRANCE
Councilman Goodman reported that many Rolling Hills
residents used Rolling Hills Road as access from the
Pacific Coast Highway to Crenshaw .and that he had witnessed
a collision at the intersection of Dalemead Street and
Rolling Hills Road. He stated that he believed that stop
signs at all the streets crossing Rolling Hills,Road and
Crenshaw Boulevard from'the Coast Highway to the point
where they converge would alleviate the situation. It was
then moved,by Councilman Goodman that the City Manager be
directed to contact the Torrance Chief of Police requesting
the erection of stop signs along said roads. The motion
was seconded by Mayor Tourtelot and unanimously carried.

ADJOURNMENT
It There being no further business to come before
the meeting, it was moved by Councilman Nielsen, seconded
by Councilman Roach and unanimously carried that the
meeting be adjourned at 9 p.m.
