6/13/1959MINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA 13 July 1959 The regular meeting of the City Council of.the City of Rolling Hills was held at 7:30 p.m. Monday, 13 July 1959, in the City Hall. The meeting was called to order at 7:30 p.m, by Mayor Tourtelot. ROLL CALL Present: Councilmen Goodman, Horn, Nielsen, Roach and Mayor Tourtelot Also Present: City Clerk Gilbert Myers, Deputy City Clerk Phyllis Stockdale, City Attorney William Kinley, Mr. Fraser MacMinn +-4 MINUTES - MEETING OF 22 JUNE 1959 On motion of Councilman Goodman, seconded by. Councilman Nielsen and unanimously carried, the minutes of,the meeting held -22 June 1959 were approved as corrected. SHERIFF'S POSSE RIDE The Manager presented a request from the Sheriffts Mounted Posse for permission to ride through Rolling - Hills on a training ride Sunday, July 19, 1959. After discussion, permission was granted. CORRESPONDENCE The City Clerk read correspondence, as -follows: a. letter dated July 10, 1959 from County Supervisor Frank G. Bonelli setting forth the Bonelli plan for reapportioning the State Senate. The matter was held for Council study. b. letter dated June 26, 1959 from the Executive • Secretary of the Governor's Advisory Committee on Children and Youth which enclosed pamphlets pertaining to town meetings on the problems of the young. -No action was taken by the Council. c.' resolution of the City of Paramount dated July 7, 1959 regarding the reduction of taxes by all public agencies. The City Clerk was requested to acknowledge receipt of the resolution'. d. letter dated.July 8, 1959 from the President of the Los Angeles County Division, League of California Cities, requesting the names of the Director and Alternate to its Board of Directors. On motion of Councilman Horn, seconded by Councilman Roach and unanimously carried,,Mayor Tourtelot was named Director and Councilman Goodman the Alternate to the Board of Directors of the County Division of the League. I'm w F. ��Y e. report from the County of Los Angeles for the Municipal Court of the South Bay Judicial District which stated that the distribution of fines and forfeitures to the City for the month of June, 1959 totaled $37.38. f. letter dated July 1, 1959 from L. S. Hollinger, Chief Administrative Officer of Los Angeles County stating that plans and specifications for parks and recreation facilities were on file and availa- ble to cities. The letter was noted and ordered filed. g. letter dated July 9,1959 from Mr. William Kinley regarding the changes being made in the public liability insurance policy covering the City of Rolling Hills, the Community Association, Garden Club and the Caballeros. COMMUNITY RECREATION AREA The City Manager reported on steel structures suitable for rest rooms and chemical toilets which the Atlas Company would make to order, No action was taken by the Council. AMENDMENT TO SALES TAX AGREEMENT The City Attorney presented an amendment to the Agreement for State Administration of Local Sales and Use Taxes which the State Board of Equalization had requested the City to execute. It was moved by Councilman Goodman that the amendment regarding the collection of sales and use taxes as submitted to the meeting be signed by the Mayor on behalf of the City. The motion was,seconded by Councilman Horn and unanimously carried. CITY BILLS The City Manager presented the register of bills to be allowed. On motion of Councilman Horn, seconded by Councilman Roach and on roll call vote unanimously carried, Demands No. 435 through 444 were approved for payment. from the General Fund, and Demands No. 445 and 446 were approved for payment from the In Lieu Fund, as follows: Demand No. 435 Palos,Verdes Nater Co. No. 28, "An Ordinance of the City of Rolling Hills Relating to Civil Defense and qe Disasters" and moved that reading of the proposed ordinance in full be waived. The motion was seconded 'N by Councilman Horn and unanimously carried. There- upon, on motion of Councilman Goodman, seconded by Councilman Horn, said Ordinance No. 28 was, on roll call vote by the City Clerk, unanimously adopted. Ordinance No. 28 is set forth in full in the Book of Ordinances. STORM DRAIN CONTRACT ROVING PATROL The Manager reported that to supply a vehicle for the use of Mr. Tong as a roving patrolman would cost between eighteen hundred and twenty-one hundred dollars, plus painting and additional equipment as -required. He stated that funds provided in the budget for additional watches on the Crest gates could be expended to employ an additional guard to replace Mr. Tong as the Main Gate. This program would save approximately six hundred dollars of the funds now appropriated for the additional Crest gates watches but the City would be required to make a capital investment in the purchase of the auto- motive equipment and the cost of operating the same. The Mayor advised the.Council that this program was approved by Captain Weddle so long as the patrolman had no law enforcement power. After further discussion the matter was laid over until the next meeting. As requested at the last Council meeting, the City Manager reported that he had asked Mr. Williams ,of the County Engineerts office what other cities had signed the storm drain -design agreement with the County. He had been informed that none had signed 1r, the agreement but that four cities were proceeding to, have work done under the General Services Agreement d with the County. He further stated that he had been informed that the agreement. could not be changed as to form but that the County would agree to notify the City when 90% of the funds fdr the work had been spent. After discussion the manager was requested to recommend at the next meeting three of the applicant engineering services for consideration by the Council. The City Attorney was requested to contact other city attorneys to determine what arrangeme'nts.their respective cities had made to secure storm drain engineering work. PETITION FOR INSTALLATION OF BUMP INROAD AT SOUTHFIELD AND.RINGBIT Councilman Horn presented a petition signed by thirteen Southfield residents requesting the installation of -a horizontal bump in the road just north of the Ringbit Road intersection with Southfield Drive for the purpose of slowing the speed of vehicular traffic and a sign at the summit of Southfield Drive reading "Slow -- Children at Play." It was moved by Councilman Roach, seconded by Councilman Nielsen and unanimously carried that the Council accept the petition and refer it to the Traffic Commission for study and report. FIRE HAZARD Mayor Tourtelot stated that he believed.that "Closed Area --No Smoking" signs should be, placed near the gates to warn people about the danger of throwing lighted cigarettes from car windows, especially during the hot dry summer and fall seasons. After discussion the City Manager was instructed to request that the Fire Department erect warning signs in ,the area and that the Sheriffts Department watch for violators and issue citations. RESOLUTION NO. 78 Thereupon, on motion made by Councilman Goodman, seconded by Councilman Horn and after discussion in which all Councilmen participated, Resolution No. 78 entitled "Civil Defense and Disaster Resolution" was, on roll call vote by'_the City Clerk, unanimously adopted. Resolution No. 78,'is set`.forth in full in the Book of Resolutions. RESOLUTION N0; 79 Thereupon, on motion made by Councilman Goodman, seconded by Councilman Roach and after discussion in which all Councilmen participated, Resolution No. 79 entitled "A Resolution of the City Council of the City of Rolling Hills,Relative to Workments Compensation Benefits for Registered Volunteer tDisaster Service Workerst" was, on roll call vote by the City Clerk, unanimously adopted. Resolution No. 79 is set forth in full in the Book of Resolutions. j RESOLUTION NO. 80 Thereupon, on motion made by Councilman Horn, seconded by Councilman Goodman and after discussion in which all Councilmen participated, Resolution No. 80 entitled "A Resolution of the City Council of the City of Rolling Hills Approving and Agreeing to Abide by the California Disaster and Civil Defense Pilaster Mutual Aid Agreement" was, on roll call vote by the City Clerk, unanimously adopted. Resolution No. 80 is set forth in full in the Book of Resolutions.
