REGULAR MEETING OF THE CITY COUNCIL
CITY OF ROLLING HILLS, CALIFORNIA
November 13, 1989
A regular meeting of the City Council of the City of Rolling
Hills was called to order at 7:33 p.m., in the Council Chamber at the
Administration Building/City Hall, 2 Portuguese Bend Road, Rolling
Hills, California, by Mayor Leeuwenburgh on Monday, November 13, 1989.

Mayor Leeuwenburgh requested that the minutes of October 10,
1989, and of October 18, 1989, be removed from the Consent Calendar
and held on the agenda until the Councilmembers that were present at
those meetings are able to be in attendance.
Councilwoman Swanson moved that the remaining items on the
Consent Calendar be approved and accepted as presented. Councilman
Heinsheimer seconded the motion, and it carried unanimously.

The minutes of a regular meeting of the City Council on October
9, 1989, and of an adjourned meeting on October 23, 1989, were
approved as written.
PAYMENT OF BILLS
Demands Nos. 4090 through 4129, in the amount of $30,626.77, were
approved for payment from the General Fund. Demand No. 4130 was
voided.
FINANCIAL STATEMENT
The Financial Statement for September, 1989, was accepted as
presented.

NEW BUSINESS
PLANNING COMMISSION ACTIONS - OCTOBER 17, 1989
ZONING CASE NO. 403. STEVE CALHOUN. 2864 PALOS VERDES DRIVE NORTH
The City Manager reported that this is a request for a Variance
to encroach into the side yard setback to construct a retaining wall,

and a request for a Site Plan Review to determine the compatibility of
the proposed new residence with the site at 2864 Palos Verdes Drive
North, Lot 992-A-RH. Subsequent to several public hearings and an
on-site investigation of the subject property, the Planning Commission
voted to grant the request for side yard variance, and to approve the
site development plan, pursuant to Exhibit "A" of Zoning Case No. 403.
Mayor Leeuwenburgh reminded staff that the Traffic Commission,
when considering the proposed driveway for this development, requested
that the vegetation in the front easement be cleared for sight
distance purposes. The City Manager assured the Council that this
requirement had been noted and would be performed, as requested by the
Traffic Commission.
There were no additional comments from the Council, and the
report of approval was received for the file.
TRAFFIC COMMISSION RECOMMENDATIONS,- OCTOBER 27, 1989
00. REGULATIONS RE: JOGGERS,
T_� The City Manager reported that at their meeting on Friday,
Lo October 27, 1989, the Traffic Commission discussed the problem that
has been reported regarding joggers, both resident and non-resident,
m that jog along Crest Road. Complaints include: jogging several
persons abreast; jogging in the middle of the roadway; wearing dark
Q colored clothes that are difficult to see and that do not have
reflective material. attached; and, jogging with dogs. After
discussing the matter, the Traffic Commission took action to recommend.
the following to the City Council:
1. That the .rules for joggers be published in the City:
newsletter.
2. That staff compose and send a letter to each residence,
describing the jogging related problems and the current
jogging rules, with a request the the jogging rules by
obeyed.
3. That a copy of the above letter be distributed to
non-resident joggers upon entering the City.
4. That reflective tape be made available to residents, upon
request.
The City Manager noted that the rules for joggers has recently
been published in the City Newsletter.
Councilwoman Swanson suggested that, if acceptable to the
Community Association, the reflective tape be made available at each
entry gate, to both residents and non-residents.
Councilwoman Swanson moved approval of the Traffic Commission's
recommendations, with the amendment as noted above. Councilman
Heinsheimer seconded the motion, and it carried unanimously.
MATTERS FROM MEMBERS OF THE CITY COUNCIL
RECYCLING SEMINAR
Councilwoman Swanson announced that there is a seminar scheduled
for March 9 and 10, 1990, regarding recycling issues. She felt that
attendance to this seminar should be encouraged.
AOMD REGULATIONS
Councilwoman Swanson commented that the new Air Quality
Management District regulations, as they pertain to cities, are very
complex and have many requirements. She stressed the importance of
staff familiarizing themselves with these requirements, and of the
Councilmembers reviewing the new regulations.

FALSE ALARM REGULATIONS AND FEES
Councilwoman Swanson commented on the letter in the weekly
information packet, from the Administrative Intern at the City of
Rancho Palos Verdes to the Rolling Hills City Manager, addressing the
issue of false alarm fees. In her opinion, that letter was for
informational purposes only, and the City of Rolling Hills should not
consider changing its fees.
The City Manager explained that the intent is to develop a model
ordinance, from the Sheriff's perspective and for enforcement
purposes. The specific fee amount would be determined by each
individual community.
PALOS VERDES ESTATES' BIRTHDAY CELEBRATION
Mayor Leeuwenburgh announced that she attended the City of Palos
Verdes Estates Fiftieth Birthday closing ceremonies, and enjoyed it
very much.
MATTERS FROM STAFF
RECYCLING PROGRAM
The City Manager informed the Council that he would be meeting
with the District Manager of Browning-Ferris Industries, probably next
week, to discuss formulating a recycling program.
Councilwoman Swanson suggested that, as part of the recycling
program, residents be advised about composting.
DISASTER PREPAREDNESS EXERCISE
At the request of the Mayor, Captain Dennis Gillard, of the
Lomita Sheriff's Station, gave a brief overview of the County -wide
Disaster Preparedness Exercise. All the cities on the Peninsula
participated in the exercise, as well as representatives from the Fire
Department. In general, the exercise went quite well. It was
recognized that communications could be affected, and that it would be
necessary to have the support of all the ham radio operators in the
area.
ANNUAL HOLIDAY OPEN HOUSE
The City's Annual Holiday Open House was scheduled for Monday,
December 18, 1989. It was the consensus of the Council to leave the
decision on which caterer to use to the Mayor.
OPEN AGENDA
Mayor Leeuwenburgh invited anyone from the audience to address
the Council on any matter not on the agenda.
No one spoke under the Open Agenda.
RECESS TO CLOSED SESSION
The meeting was recessed at 8:03 p.m. to Closed Session.
CLOSED SESSION
A Closed Session was held for the purpose of discussing personnel
matters.
MEETING RECONVENED
The meeting was reconvened at 8:23 p.m.
