4/30/199000 m a L_ 4 3F1 MINUTES OF AN ADJOURNED MEETING OF THE CITY COUNCIL CITY OF ROLLING HILLS, CALIFORNIA April 30, 1990 An adjourned meeting of the City Council of the City of Rolling Hills, was called to order by Mayor Heinsheimer at 7:30 a.m., at the property located at 64 Saddleback Road, Rolling Hills, on Monday, April 30, 1990. ROLL CALL PRESENT: Councilwoman Leeuwenburgh, Councilwoman Murdock, Councilman Pernell, Councilwoman Swanson, Mayor Heinsheimer ABSENT: None ALSO PRESENT: Terrence L. Belanger City Manager Ray Hamada Principal Planner Jody Browning Resident Kent Browning Resident FIELD INVESTIGATION The staff and Members o residence, 64 Saddleback Road, the proposed development project request for Site Plan Review structure. Mayor Heinsheimer reconvened the meeting at 8:20 a.m. RESOLUTION NO. 608 The City Manager explained that this resolution amends Resolution 607, authorizing enrollment for medical and hospital care through PERS, and establishes a floor for the amount of the employer's contribution. Councilman Pernell moved that Resolution No. 608, entitled "RESOLUTION TO BE SUBJECT TO PUBLIC EMPLOYEE'S MEDICAL AND HOSPITAL CARE ACT, AND FIXING THE EMPLOYER'S CONTRIBUTION AT AN AMOUNT NOT GREATER THAN THAT PRESCRIBED BY SECTION 22825 OF THE GOVERNMENT CODE", be approved and adopted. Councilwoman Swanson seconded the motion, and it carried unanimously. CITY HALL REMODEL The City Manager reported that the City received only one (1) bid for the City Administration Building Expansion and Remodeling. The bid that was received did not conform to the requirements of the bid documents. However, the bid amount was within the project estimate of $10,000 to $15,000. This matter has been discussed with the City Attorney. It was staff's recommendation that the Council reject the bid as being unresponsive, find that the statutorily required process will not result in responsive bids, and determine it appropriate and necessary to direct staff to solicit "open market" bids. Councilwoman Swanson moved that the staff recommendation be approved. Councilman Pernell seconded the motion, and it carried unanimously. 432 CONSIDERATION OF POLICY RE: MIXED-USE STRUCTURES The Council discussed the staff report on a draft policy statement for conditions of approval for mixed-use structures. Staff informed the Council that the Planning Commission has continued further consideration of this type of application until a more defined policy is developed. The Planning Comztission has appointed a sub -committee to study this matter. Staff recommended that the draft policy be referred to the Planning Commission sub -committee for review and consideration. The Council felt that the primary issues of concern are the potential for use as a second dwelling unit, establishment of a mechanism to ensure compliance, and remedies for non-compliance. Councilwoman Leeuwenburgh felt that there should be a size limitation for a mixed-use structure. Councilwoman Swanson commented that it would be beneficial to have a joint meeting with the Planning Commission to discuss the development of a mixed-use policy. ZONING CASE NO. 417, KENT BROWNING, 64 SADDLEBACK ROAD The applicant is requesting Site Plan Review approval for a proposed detached garage/stable structure at 64 Saddleback Road. The Council' conducted an on-site investigation of this proposal, and returned to City Hall for further discussion and deliberations. This matter was discussed extensively. The major concerns of the Council were: (1) the potential use of the structure as a second unit; (2) the size of the structure; and, (3) the location relative to the main residence. The applicants responded to the concerns of the Council with reasonable explanations, and after much discussion, Councilman Pernell moved that Zoning Case No. 417, Site Plan Review for a proposed detached garage/stable structure, be approved subject to the following conditions, in addition to the standard conditions of approval: 1. If the garage and stable are used for purposes other than specified, the structure shall be removed. 2. Any additional garage space or structure shall require a Site Plan Review approval. 3. There shall be townhouse -type separation/fire wall between the garage and stable, and there shall be no interior access or circulation between the two. The motion was seconded by Councilwoman Swanson. There being no objections to the motion, it carried unanimously. Councilwoman Swanson remarked that this should not be viewed as a precedent setting case. ADJOURNMENT Mayor Heinsheimer adjourned the meeting at 10:08 a.m., to Monday, May 14, 1940, at 7:30 p.m. APPROVED: Mayor City Clerk
