May 22, 1990
A special meeting of the° City Council of the City of Rolling
Hills was called to order at 7:40 a.m. in the Council Chamber at the
City Hall/Administration Building, 2 Portuguese Bend Road, Rolling
Hills, California, by Mayor Pro Tem Pernell on Tuesday, May 22, 1990.
The meeting was duly noticed and published, as prescribed by law.

The Council discussed, at length, the method by which a new City
Manager should be sought, i.e., in-house or by a professional search
firm.
Councilwoman Murdock felt that, perhaps, there might be a broader
range of applicants from a professional search firm.
To date, there have been two proposals received from professional
executive recruitment firms: one from Hughes, Heiss & Associates; a
second from Norman Roberts & Associates, Inc.
Councilwoman Swanson and Councilwoman Murdock spoke very highly
of Norman Roberts & Associates.
Mayor Pro Tem Pernell felt that it would be appropriate to
interview the firms.
After extensive discussion, the Council agreed to interview the
firms that have submitted proposals, and directed staff to encourage
other firms to submit proposals as soon as possible, in the hope that
there would be additional firms to interview and choose from. If at
all possible, the interviews are to be scheduled for Thursday evening,
since time if of the essence. Failing that, the interviews could be
scheduled for Tuesday, May 29, prior to or following the Council
meeting.
Since the Council felt that it may take some time to fill this
position, staff was asked to compile a list of applicants that could
possibly act as Interim City Manager, and, also a list of sources that
may be able to provide an Interim, e.g., the League of California
Cities.
