The motion was -_seconded by Councilwoman Murdock and carried unanimously.f OLD BUSINESS -- -- AN ORDINANCE OF THE CITY OF ROLLING HILLS PROHIBIJTING THE RIDING OF WHEELED VEHICLES ON EQUESTRIAN TRAILS AND:YAMENDING THE ROLLING HILLS MUNICIPAL CODE. This ordinance would supersede a similar ordinance containing an urgency clause which was adopted at the July 23 meeting of the City Council. Mr. John Short, representing the Concerned Off -Road Bicyclists Association (CORBA) and International Mountain Bike Associations (IMBA), stated his organizations would like to work with the City to keep at least one or two trails open for bicyclists to get from one side of the Peninsula to -the other. He said that a network of trails already exists and is being improved (largely on the east side of the Peninsula), and connector trails through Rolling Hills are needed for the safety of the bicyclists so they can avoid the street traffic. His groups,"..provide education in safe and responsible riding. Councilwoman Murdock moved the ordinance be adopted and reading in full be .waived. The motion was seconded by Councilwoman Swanson .,and, carried unanimously. AN ORDINANCE OF THE CITY OF ROLLING HILLS RELATING TO VESTING TENTATIVE MAPS, AMENDING. THE SUBDIVISION ORDINANCE AND AMENDING THE ROLLING HILLS MUNICIPAL CODE. Councilwoman Murdock moved the ordinance be adopted and reading in full be waived. -1- 463 The motion was seconded by Councilwoman Swanson and carried unanimously. AN ORDINANCE OF THE CITY OF ROLLING HILLS AMENDING THE ZONING ORDINANCE AND SUBDIVISION ORDINANCE RELATIVE TO SITING OF HAZARDOUS WASTE FACILITIES AND AMENDING THE ROLLING HILLS MUNICIPAL CODE. Councilwoman Murdock moved the ordinance be adopted and reading in full be waived. The motion was seconded 1 by Councilwoman Swanson and carried unanimously. NEW BUSINESS Acting Mayor Leeuwenburgh reported that the City has been requested to donate money to help offset the cost of the annual Peninsula Youth on Parade. After discussion, Councilwoman Murdock moved that the City donate whatever amount was donated in the past. The motion was seconded by Councilwoman Swanson and carried unanimously. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS ESTABLISHING FEES FOR PLANNING AND ZONING SERVICES AND REPEALING RESOLUTION 614. This resolution is the same as Resolution 614 except that it adds a fee of $200.00 for applications for the View Impairment process. After discussion, Councilwoman Murdock moved that the resolution be adopted without reading in full. The motion was seconded by Councilwoman Swanson and carried unanimously. A written report was submitted of the Planning Commission actions from their July 17, 1990 meeting involving: 1. Zoning Case No. 385; 6 Possum Ridge Road (Langer) 2. Zoning Case No. 393; 6 Eastfield Drive (Haueisen) 3. Zoning Case No. 419; 17 Caballeros Road (Martin) 4.. Special Permit No. 4; 68 Portuguese Bend Rd. So. (Reddy) 5. Zoning Case No. 393; 6 Eastfield Drive (Haueisen) 6. Zoning Case No. 416; 1 Georgeff Road (Caldwell) 7. Zoning Case No. 429; 3 Flying Mane Road (Weller) 8. Zoning Case No. 430; 10 Saddleback Road (Fobs) 9. Zoning Case No. 431; 28 Caballeros Road (Rodriguez) 10. Zoning Case No. 433; 56 Eastfield Drive (Levine) In the absence of Principal Planner Ray Hamada (on vacation) as well as Councilman Pernell and Mayor Heinsheimer, it. was suggested that these cases be held until the Council meeting of September 10, 1990. Resident Rod Rodriguez objected to having his request delayed four weeks, but the Acting Mayor explained that the entire Council may wish to review these cases. Councilwoman Murdock then moved that the Council take jurisdiction of Zoning Cases No. 385, 393, 416, 419, 429, 430, 431 and 433, and Special Permit No. 4, to present them for public hearing at the September 10 Council meeting. Councilwoman Swanson seconded the motion (noting that she will be absent from the September 10 meeting and will leave her comments for Mr. Hamada) and it was passed unanimously. OPEN AGENDA There were no matters for public comment or discussion. MATTERS FROM MEMBERS OF THE CITY COUNCIL Councilwoman Murdock advised that no report has been received from the Landscaping Committee since the last Council meeting. Interim City Manager McDuffie added that the tree CPC 465 trimming has been completed and quotations are expected by the end of August on the other necessary services. He said the City of Rolling Hills Estates has promised to provide a schedule of their painting activities to facilitate coordination of the landscaping and the.painting. Councilwoman Swanson introduced Mr. Craig Nealis, who has been chosen as the next City Manager of Rolling Hills. The firm of Norman Roberts and Associates conducted the search, and Mr. Nealis was selected out of 130 applicants for the position. He will begin his service on August 27, 1990. Councilwoman Swanson announced that the South Bay Juvenile Diversion Board has been able to restore funding for the County Justice System's prevention program, which had been cut by 50% in the Governor's budget. She expressed her pleasure at the support for this worthy cause. 00 Acting Mayor Leeuwenburgh mentioned she had received a 7-1 telephone call from the City of .Hidden Hills asking what the LO City of Rolling Hills was doing to provide low cost housing here. Councilwomen Murdock and Swanson said they would report m on the housing issue in September. < MATTERS FROM STAFF Interim City Manager McDuffie reported on the August 10 meeting of the Traffic Commission. He said that after investigating several possible sites --for the placement of a large recycling bin, the Commissioners directed staff to investigate the possibility of obtaining smaller containers which could be placed in the City Hall maintenance yard. The Environmental Impact. Report on the possible closure of Miraleste High School was discussed, and Mr. McDuffie stated that he and the Traffic Engineer will draft a letter for the Council's approval by noon Thursday, August 16, listing items of concern which were not addressed in the report. Sone of these items are the cumulative effects which earlier school closures had on Rolling Hills, outdated statistics used in the report,and the impact of the possible reopening of Crest Road on the entire traffic pattern of Rolling Hills should Miraleste High be closed. Mr. Rodriguez asked the City's position on reopening Crest Road and the Acting Mayor replied that the City does not want the gates ever reopened and will fight such a move. Interim City Manager McDuffie reviewed the Traffic Commission's discussion of the problem of cars being ticketed when parked on equestrian trails. He said that easements need to be defined as to width, and they need input from the Caballeros as to the minimum width required for use by horses. Councilwoman Swanson noted she has been designated as liaison with the Caballeros and will meet with them on this matter. Mr. McDuffie mentioned that signage will be needed when the definitions are determined, to indicate where horses may be ridden and where cars may be parked.. The Commission is also looking into enforcing the easements on the north side of Crest. MATTERS FROM THE CITY ATTORNEY City Attorney Revin Ennis advised there were two items for discussion in closed session: the new City Manager agreement and the consultant agreement for view impairment mediation services. -3- 466 CLOSED SESSION The meeting was adjourned at 8:20 p.m. to a closed session for the purpose of discussing personnel matters.
