Meeting of the City Council
City of Rolling Hills
Saturday, January 12, 1991
An adjourned meeting of the City Council of the City of
Rolling Hills was called to order at 11:10 a.m. by Mayor
Heinsheimer near the location of Johns Canyon Road and Chestnut
Lane, at the lower portion of Crest Road West on Saturday, January
12, 1991.
Roll Call
Present: Councilmembers Murdock, Pernell, Leuwenburgh, and
Mayor Heinsheimer. (Councilwoman Swanson arrived
at 11:20 a.m.)

Craig Nealis, City Manager
Anne Palatino, Interim Principal Planner
Richard Colyear, Applicant
Douglas McHattie, South Bay Engineering
The meeting began at 11:10 a.m. at the bottom of the 35 Crest
Road West property. Mr. Colyear oriented those present to his
property. Discussion ensued regarding the fence that runs parallel
to Chestnut Lane, and how this fence closely resembles the north
property line. Other features of the property were pointed out as
well as a 25' easement for a portion of the area to the east of
said property.
At 11:20 Councilwoman Gordana Swanson joined the meeting. It
was decided that the residence location of 35 Crest Road West
provideda better vantage point for viewing the property due to the
steep slope. The meeting relocated to the higher elevation at the
rear of Mr. Colyear's residence.
Mr. Colyear continued to point out the features of the two
lots and oriented the group to his property, indicating individual
parcels, describing easements, if any, and access.
Councilwoman Jody Murdock left the meeting at 11:50 a.m.
Access to the potential re -aligned Lot 1 was discussed.
The meeting was relocated to the access driveway off of Crest
Road the driveway being between the GhormleysI property and the
Colyears' property.
Mr. Tom Ghormley joined the meeting and offered a plat plan
of his property showing easements, etc.
Mr. McHattie was requested to prepare a composite plan which
showed the Colyears' property and those property owners surrounding
35 Crest Road West with any known easements.
The meeting adjourned at 12:35 p.m.
