January 28, 1991
A regular meeting of the City Council of the City of Rolling
Hills was called to order by Mayor Heinsheimer at 7:30 p.m. on
Monday, January 28, 1991 in the City Council Chambers at the City
Hall/Administration Building, 2 Portuguese Bend Road, Rolling
Hills, California.

Councilwoman Murdock requested removal of item 2.a. from the
Consent Calendar and continuance until the February 11, 1991
meeting as Councilmembers had not had an opportunity to review the
minutes. Mayor Pro Tem Pernell moved approval of items 2.b.
through i. as listed below. The motion was seconded by
Councilwoman Leeuwenburgh and passed unanimously.
b. Payment of Bills - Demands Number 5151 through 5181 dated
January 28, 1991 in the amount of $30,593.14 were approved for
payment from the General Fund.
C. Financial Statements dated December 1990.
d. Financial Statements dated June 30, 1990 (Fiscal Year
1989-90), Smith and Granstrom, Accountants.
e. Memorandum from County of Los Angeles Sheriff's Department Re:
SB 2557 Booking Fees.
f. Report regarding Assembly Bill No. 21 (Tucker) relative to
School District sale of real property.
g. Fact Sheet regarding Implementation of Proposition C.

PLANNING COMMISSION ITEMS
A. Resolution No. 90-43: A Resolution of the Planning Commission
denying a request for a variance to the balance of cut and
fill of soils and denying a request to modify the terms of a
Conditional Use Permit for a tennis court in Zoning Case 348.
Applicants: Mr. and Mrs. James Lu
Location: 8 Possum Ridge Road (LOT 112-RH)
City Manager Nealis reported that after issuance of a
Conditional Use Permit on the above property, the City had received
information that the cutting and grading for the tennis court might
not be in compliance with the terms of the CUP. A field trip was
conducted by the Planning Commission on December 8 and Resolution
No. 90-43 was thereafter prepared. It is anticipated that after
conclusion of this item the City will prepare revocation
proceedings against the original CUP for the project.
PUBLIC HEARINGS.- CONTINUED
A. ORDINANCE NO. 230: ORDINANCE ESTABLISHING A MINIMUM SIZE FOR
STABLES AND CORRALS AND AMENDING THE MUNICIPAL CODE.
Recommendation: Second reading and adoption.
Councilwoman Murdock moved approval of Ordinance No. 230. The
motion was seconded by Councilwoman Swanson and passed unanimously:
B. CONTINUED PUBLIC HEARING REGARDING APPEAL OF PLANNING
COMMISSION'S DENIAL OF ZONING CASE NO. 414: A REQUEST FOR LOT
LINE ADJUSTMENT FOR LOT 241 -A -2 -MS (35 CREST ROAD WEST) AND
FOR LOT 241 -A -1 -MS (VACANT LOT OFF OF CHESTNUT LANE).
Assistant City Attorney Ennis advised that this item should
be continued and returned to the agenda at the February 11, 1991
meeting.
OLD BUSINESS
A. CITY OF ROLLING HILLS ESTATES - MODIFIED STRIPING PLAN FOR
PALOS VERDES DRIVE NORTH
City Manager Nealis reported that the Rolling Hills Traffic
Commission, at its meeting of January 18, 1991, considered the
striping plan proposed by the City of Rolling Hills Estates and
expressed several concerns, as detailed in the staff report of
January 28, 1991. The Traffic Commission recommended that the City
Council direct the City Manager to *prepare correspondence to the
City of Rolling Hills Estates indicating the concerns cited in the
staff report and requesting they be considered by Rolling Hills
Estates when making a final determination on the striping plan.
Councilwoman Leeuwenburgh noted she would-be meeting with Rolling
Hills Estates Councilman Ken Servis to view the traffic situation
and to express these concerns.
Councilwoman Leeuwenburgh moved to approve the recommendation
of the Traffic Commission under the Recommendations section of the
staff report. The motion was seconded by Councilwoman Murdock and
passed unanimously.
