3/25/1991MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF.THE CITY OF ROLLING HILLS, CALIFORNIA March 25, 1991 A regular meeting of the City Council of the City of Rolling Hills was called to order by Councilwoman Leeuwenburgh at 7:38 p.m. on Monday, March 25, 1991 in the City Council Chambers at the City Hall/Administration Building, 2 Portuguese Bend Road, Rolling Hills, California. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: CONSENT CALENDAR Councilmembers Leeuwenburgh, Murdock, Swanson (Mayor Heimsheimer arrived at 8:00 p.m.) Mayor Pro Tem Pernell (excused) Craig Nealis L. D. Courtwright Lola Ungar Lucile Rogers City Manager City Treasurer Principal Planner Minutes Secretary Councilwoman Leeuwenburgh requested removal of items a, d, e and g from the Consent Calendar. Councilwoman Swanson moved approval of the remainder of the Consent Calendar. Councilwoman Murdock seconded and the motion passed without objection. Councilwoman Leeuwenburgh questioned the need for approval of items of correspondence such as d, a and f which do not directly concern the City of Rolling Hills. City Manager Nealis explained that they are provided as a matter of information, as "receive and file" items. Councilwoman Leeuwenburgh asked that the following changes be made to the Minutes of the March 11, 1991 City Council meeting: Page 3, last paragraph - Hasholdt should be spelled Hassoldt. Page 6, second paragraph should read as follows: B. Councilwoman Leeuwenburgh reported for Mayor Pro Tem Pernell and herself on their attendance at the Palos Verdes Peninsula Unified School District "New Beginnings" breakfast meeting which included a tour of Rolling Hills High School. She commented that she thought Mayor Pro Tem Pernell asked six or seven very important questions. Councilwoman Murdock moved approval of the revised minutes and acceptance of "receive and file" items d, a and g. Councilwoman Swanson seconded and the motion passed without objection. a. Approval of Minutes as revised - Regular Meeting of March 11, 1991. b. Payment of Bills - Demands Number 52.95 through 5330 dated March 25, 1991 in the amount of $41,523.08 were approved for payment from the General Fund, with the exception of Demands No. 5320 and 5321 which were voided. C. Financial Statement for the month of February, 1991. d. Correspondence from County of Los Angeles Chief Administrative Office regarding Airport Land Use. 1 Rolling Hills City Council Meeting - 3/25/91 e. Correspondence from City of Palos Verdes Estates to Senator Robert Beverly regarding SB 76. f. Correspondence from Peninsula Youth on Parade. g. Correspondence from Councilman John Chavez, City of Pico Rivera, urging support for B-2 Program. h. Memorandum regarding Wildlife Committee landscape review -� recommendation. i. Correspondence from City of Rolling Hills Estates regarding commencement of reconstruction of Palos Verdes Drive North. j. Correspondence from City of Lomita regarding 1991-92 Community Development Block Grant (CDBG) Funds. SPECIAL PRESENTATION PRESENTATION AND PROGRESS STATEMENT FROM CARMEN FOWLER, COMMUNITY HELPLINE. Ms. Carmen Fowler, 89 Cypress Way, Rolling Hills Estates, spoke to Councilmembers representing the Community Helpline, which is celebrating its 20th anniversary in Palos Verdes. The Helpline is a general information and crisis hotline operating 24 hours a day, seven days a week. Ms. Fowler gave examples of calls she has received and provided an overview of Community Helpline services, noting that calls have doubled from 800 a month last year to over 1600 a month this year. Councilwoman Swanson suggested information about Community Helpline be disseminated in the Rolling Hills Newsletter. PUBLIC HEARINGS A. ORDINANCE NO. 231: AN ORDINANCE OF THE CITY OF ROLLING HILLS ESTABLISHING THE AUTHORITY TO ISSUE PERMITS REGULATING THE OPERATION OF VEHICLES EXCEEDING MAXIMUM ALLOWABLE SIZES ON STREETS WITHIN THE CITY AND AMENDING THE ROLLING HILLS MUNICIPAL CODE. Councilwoman Leeuwenburgh declared the public hearing re- opened. No one present wished to testify on the ordinance, and the public hearing was closed. Councilwoman Swanson asked why this ordinance and Resolution No. 637 relating to fees for the subject permits were being considered separately. City Manager Nealis explained that an ordinance requires a public hearing, establishment of fees requires a resolution of the City Council. Councilwoman Swanson moved adoption of Ordinance No. 231 and waived reading in full. The motion was seconded by Councilwoman Murdock and passed unanimously. B. URGENCY ORDINANCE U.54: AN ORDINANCE OF THE CITY OF ROLLING HILLS IMPLEMENTING AN EMERGENCY WATER CONSERVATION PLAN, AMENDING THE ROLLING HILLS MUNICIPAL CODE AND DECLARING THE URGENCY THEREOF. This item was held open for the anticipated arrival of Mayor Heinsheimer. 2 Rolling Hills City Council Meeting - 3/25/91 OLD BUSINESS None. NEW BIISINESS A. MONTROSE CLAIM City Manager Nealis reported that the City Attorney recommended continuing this item pending further review. The continuance was agreed to, and staff was instructed to place this matter on the April 8, 1991 agenda if appropriate. B. RESOLUTION NO. 637: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS ESTABLISHING THE FEES PERTAINING TO THE ISSUANCE OF PERMITS REGULATING THE OPERATION OF VEHICLES EXCEEDING MAXIMUM ALLOWABLE SIZES ON STREETS WITHIN THE CITY. Councilwoman Swanson moved approval of Resolution No. 637 Councilwoman Murdock seconded and the motion passed unanimously. OPEN AGENDA No one present wished to speak on the open agenda. MATTERS FROM MEMBERS OF THE CITY COUNCIL Councilwoman Leeuwenburgh reported on her attendance at the Women's Club meeting, where the drought was discussed. Several women expressed their pleasure at receiving the newsletter with the water conservation information and the fact that City Hall would be assisting in these efforts. Councilwoman Leeuwenburgh said she took a poll regarding the monthly calendar and the unanimous result was that the women did not feel the calendar was important and did not miss it. Mayor Heinsheimer arrived at 8:00 p.m. and Urgency Ordinance U.54 was considered. City Manager Nealis reported that the Metropolitan Water District, through the West Basin Municipal Water District and the California Water Service Company, is encouraging cities to implement local water restriction ordinances before April, 1991. This ordinance sets forth community standards that should be adhered to relating to exterior water usage. It covers watering of lawns (limited to the hours between 4:00 p.m. and 10:00 a.m.), washing of cars (hand held hoses must be equipped with positive shut-off nozzles), filling of pools, etc. Mayor Heinsheimer objected to some of the provisions and felt that the limitation of water by the Water District is the constraining factor and an ordinance is not necessary. He suggested checking with the other Peninsula cities to see what they are doing, and providing water conservation material to residents. Citing the wording in Section 1 of the proposed ordinance, the Mayor suggested adopting similar wording as a resolution, asking staff to prepare a water conservation plan for consideration by the City (to include working with the other Peninsula cities), and go on record as supporting all water conservation efforts. Councilwoman Swanson moved that the City of Rolling Hills communicate as much information as possible to the residents and support in principle the conservation measures contained in the proposed ordinance, with an action plan to be worked out as soon 3 Rolling Hills City Council Meeting - 3/25/91 as possible in conjunction with the other Peninsula cities but tailored specifically to the Rolling Hills community. The motion was seconded by Councilwoman Murdock and passed unanimously. In the discussion that followed, Councilwoman Leeuwenburgh stated that she will be attending a meeting at the Metropolitan Water District in Culver City this week and is interested in hearing if they have any new conservation plans. She mentioned that some cities are considering moratoriums on building, new water meters, and other new measures. Councilwoman Murdock commented that even if there had been normal rainfall in the past five years, water usage would still be exceeding supply because of the population growth in California. The problem is overuse rather than just drought. Possibilities for generating a greater water supply were discussed.. Councilwoman Swanson added that there should be communications to the tennis club, landscaping service providers in the City, and residents who use gardeners, cautioning them not to hose down driveways, walkways or tennis courts. It was noted by Councilwoman Leeuwenburgh that the Palos Verdes Peninsula Unified School District is cutting down their water usage by eliminating watering other than their playing fields and trees. When the new Palos Verdes Peninsula High School is opened, with its student body combined from all three existing high schools, they will have to apply for exceptions for increased water usage at that facility. MATTERS FROM STAFF A. STATUS REPORT OF CITY ADMINISTRATION FACILITY HARDSCAPE RENOVATION PROJECT City Manager Nealis stated that a report is in preparation for the April 8, 1991 City Council meeting regarding the feasibility of incorporating large truck parking and unloading in the area between the tennis courts and Palos Verdes Drive North, west of Portuguese Bend Road. Mr. Nealis recommended that the City move ahead with the hardscape plan, and suggested that the subcommittee of the Council approach appropriate members of the Rolling Hills Estates City Council to discuss use of the Rolling Hills Estates right of way access. City Manager Nealis said he has spoken to the City Manager of Rolling Hills Estates, who will be discussing these subjects with the Council. B. City Manager Nealis stated he is trying to set up a joint meeting of the City Council and the Planning Commission to review the new Zoning Ordinance, mentioning Friday, April 26 as a possible date. After discussion it was decided to hold the joint meeting at 7:30 p.m. on Monday, April 29, 1991. C. City Manager Nealis reported he has interviewed a prospective part-time temporary intern who is a sophomore at U.S.C., and is attempting to reach another applicant for the intern position. D. City Manager Nealis reported the City has received copies of the Source Reduction and Recycling Element.(SREE) relating to the City's compliance with AB 939. Copies have been sent to the required agencies for comment, and a public hearing will be scheduled for the April 22, 1991 City Council meeting. E. The need for a Finance Subcommittee meeting was expressed by City Manager Nealis, for the discussion of contractor fees. The meeting was set for Tuesday, April 2, 1991 at 9:00 a.m. 4 �1 1 l Rolling Hills City Council Meeting - 3/25/91 MATTERS FROM MEMBERS OF THE CITY COUNCIL (Continued) Mayor Heinsheimer suggested asking the Wildlife Preservation Committee to review the criteria that the Planning Commission uses r for site plan review and see if they have any recommendations for potential improvements. A letter dated March 11, 1991 from Councilman John Chavez of Pico Rivera, urging support for the B-2 Program, was discussed. Councilwoman Swanson suggested authorizing Mayor Heinsheimer to write a letter to Councilman Chavez objecting to the use of his title as President, Los Angeles County Division, League of California Cities, on this.letter. Councilmembers agreed without exception. MATTERS FROM THE CITY ATTORNEY There were no matters.from the City Attorney. CLOSED SESSION There was no need for a closed session.
