MINUTES OF
REGULAR 1VIEETING OF THE CITY COUNCIL
OF THE CITY OF ROLLING HILLS, CALIFORNIA •
13 October 1959
The regular meeting of the City Council of the
City of Rolling Hills was held at 7:30 p.m. Tuesday,
13 October 1959, in the City Hall..
The meeting was called to order at 7:30 p;m.
by Mayor Tourtelot.

� It was moved by Councilman Roach, �sec.onded by
� Councilman Horn and unanimously carried that the
minutes of the meetings held September 14 and 28,
1959 be contin.ued f or action until the next meeting.
CORRESPONDENCE
� The Deputy City Clerk presented correspondence,
� as follows: �
' a. letter dated October 6, 1959 from the City Clerk
� of Redondo Beach, enclosing a copy of Resolution
No. 3342 of that City, protesting the elimination
of the "Tax Rate Schedule" from the County Tax
Bill and requesting the Board of Supervisors to
cause same to be printed on all County Tax Bills.
It was moved by Councilman Goodman that this
matter be tabled, inasmuch as the Board of
� Directors of the Los Angeles County Division
of the League of California Cities went on
record as being opposed to the Cau nty including
as an insert with the tax bills any explanation
of its tax rate and the reasons therefor unless �
it included the tax rate of each taxing agency
affecting the tax bill with which such rider is
enclosed. The motion was seconded by Councilman
Horn and carried.
b. report f'rom the County of Los Angeles for the
Municipal Court of the. South Bay Judicial District
which stated that the di`stribution of fines and
forfeitures to the City for the month of September,
1959 totaled �22.25. �
c. copy of a letter dated. October 8, 1959 to the
County Board of Supervisors from L. S. Hollinger,
Chief �4dministrative Officer of Los Angeles County,
regarding an ordinance dividing the County into .
nine Superior Court Districts. It was moved by
� Councilm an Goodman that the City Attorney be

instructed to draw a resolution for presentation
at the next meeting supporting and approving the
County plan. The motion was seconded by �

.' Councilman Horn and unanimously carried.
d. letter ' fx�om the Palos Verdes Water Company regarding
its °ap�plication for a rate increase to be presented
to the Public' Utilities Commission. It was moved
by Councilman Goodman that Councilman Nielsen be
� `appointed to contact the cities of R'olling Hills
Estates and Palos Verdes Est�ates for the purpose
. of joining together and investigating the feasibility
of opposing the Vilater Company petition f'or rate
increase and Councilman Nielsen was instructed to
� � report t'o the Council at its next meeting. The
` motion was seconded by Councilman Roach and
unanimously carried.
CITY BILLS -
The Deputy City Clerk presented the register of bills
to be allowed. On motion of Councilman Goodman, seconded -
by Councilman Roach and on roll call vote by the Deputy
City Clerk unanimously carried, Demands 484 through �.92
. were approved for payment from the General Fund9 as follows:

COTTON AND FR�NCISCO I�UDIT R�PORT
It was moved by Councilman Roach, seconded by
Councilman Horn and unanimously carried that the audit
report pre ared by Cotton and Francisco for the fiscal
year 1959-�0 which was presented to the Council at its
last meeting be accepted and ordered filed. It was so
ordered by the Mayor.
FINDINGS OF FACT �ND CONCLUSIONS RE RUSSELL HE�,RING

� N1r, George M. Russell and° his counsel, 1Nalter Binnsy
appeared before the Council in support of the appeal filed
by Mr, R ussell from the decision of the �'lanning �ommission
denying him a variance. In support of the appeal Mr. Binns
submitted a contour map of Mr. Russellts property to the
� Council and stated that the proposed two lots fronting on
Caballeros Road vuould° have 150_f'oot front widths and the
corner lot on Crest Road would be decreased accordingly'
from the original plan. Councilman Goodman stated that
the Russell property was steep and therefore he believed
s.hould not be divided in the manner proposed in the
� application.

�, It was then moved by Councilman GoocLman and seconded
by Councilman Horn that the findings of fact and recom-
mendations of the Planning Commission be amended as
follows, `�That on :the south side of Crest Road approxi-
mately opposite the above described real property,
building sites vary in size from approximately ono acre
to in excess of two and one-half acres,E° and when so
amended the decision of the Plannin� Commission be
aff irmed. At this point 1�Zr. Russell asked permission
to read a prepared sta�ement, �vh�ch permission was
granted. He then read a staternent, the original copy
of which is on file in tho City records entitled ���ase
No. 1 - Application of G. TdI. Russell for a Variance of
Interim Zoning Ordinance No.: U-11. �P On roll call vote
on Councilman Goodman� s motion taken by the Deputy City
Clerk the voting was as follovus: �

seconded by Councilman Nielsen, and, after discussion
in vvhich all Councilman participated, Resolution No. 88
entitled °�A Resolution of the City Couneil of the City
of Rolling Hills �'ndorsing and Supporting the Production
of a 'INor1d� s Fair in the Los �ingelos Area in 1963-64°P
was, on ro�l call vote by the �eput;� City Clerk,adopted

CA.RL ALLEN PROPERTY - LOT 88 ROLLING HIT,LS
Mayor Tourtelot stated tnat at the meeting held �
September 14, 1959 Councilman Nielsen and Councilman
Horn had been asked to inspect the Al1en property and
report back to the Council. Councilman Goodman stated
that he believed this was a matter for the Planning
Commission to consider rather than the Council. After
� discussion the Council agreed that any communication
° between Councilmen and the Community Aasociation regarding �
�his matter would be in an unofficial capacity and would .
be the personal opinions and recommendations of the '
Councilmen and not of the City Council.

regarding gate and patrol activities. �fter a study of the
� report it �was moved by Councilman .Roach that Sgt. Tong be
aut:norized to maintain a patrol whenever the need arose,
such as a teenage party, with compQnsatory time given him
by stationing the South Gate guard at the �ain Ga-te to
reliove hirn, in addition to a one-day patrol per �ueek for
inspections, investigations, etc. vvith his car expenses
paid for by the City at 5 cents a mile, and furthor that
the South and Crenshaw Gates be mann.ed on Friday and
Saturday nights from 4 p.,m, un�il midnight _until the meeting
of October 26, 1959 and that Sgt. Tong be asked to appoar
before the Council to report on tho patrol at that time.
The motion was seconded by Councilman Goodman and carried.

Councilman Roach and carried that the meeting bo adjourned
at 9:25 p.m. .
