CITY OF ROLLING HILLS, CALIFORNIA
April 29, 1991
A joint meeting of the City Council and the Planning Commission of
the City of Rolling Hills was called to order by Mayor Godfrey
Pernell and Chairman Allan Roberts at 7:30 p.m. in the Council
Chambers, City Hall/Administration Building, 2 Portuguese Bend
Road, Rolling Hills, California on April 29, 1991.
ROLL CALL
PRESENT: Council Members Heinsheimer, Leeuwenburgh,
Murdock; Mayor Pro Tem Swanson and Mayor
Pernell. Planning Commission Members Frost,
Hankins, Lay, Raine; Chairman Roberts.

REPORT REGARDING THE PLANNING
WEDNESDAY, APRIL 24, 1991.

POLICY UPDATE MEETING HELD
City Manager Nealis provided a description of the events that took
place at the subject meeting. Councilmembers and Commissioners
discussed the merits of the suggestions presented by the architects
and area professionals who attended the meeting. It was the
general consensus that the Planning Commission should not amend
their case consideration schedule to permit field trips to be
conducted prior to the initial Tuesday evening hearing.
STUDY SESSION PERTAINING TO A DRAFT REVISED ROLLING HILLS
ZONING ORDINANCE
City Manager Nealis provided an introductory report stating that
the purpose of the subject study session is review of the draft
revised Rolling Hills Zoning Ordinance as prepared by Cotton/Beland
Association.
Laura Stetson, Cotton/Beland Associates provided a detailed report
regarding changes which have been incorporated into the new Zoning
Ordinance, and highlighted specific areas which should be discussed
relating to policy decisions. The items that were consolidated
from other sections of the Municipal Code into the Zoning Ordinance
were discussed as well as language which was eliminated, and
administrative procedures that had been amended.
Following discussion, City Manager Nealis discussed recommended
changes that had been identified by the City Manager and City
Attorney's office.

Lengthy discussion ensued pertaining to issues relating to illegal
uses versus non -conforming uses and specific definitions provided
in the new Zoning Ordinance. Specifically, definitions were
discussed for amendment, deletion and modification to the Zoning
Ordinance. Discussion also included the prohibition of indoor
cooking facilities in cabanas; the policy of including a
subterranean garage in the structure calculations used under site
plan review, and lot coverage areas.
Detached garages and corrals as accessory uses to legally
established residential dwelling uses were added to the
conditionally permitted use section of the draft ordinance.
Following lengthy discussion, Mayor Pernell directed City Council
members and Planning Commissioners in attendance to review the
remaining portions of the draft Zoning Ordinance and provide any
comments or suggestions to the City Manager. These comments or
changes will be forwarded to the Planning Commission for a separate
study session.
