REGULAR MEETING OF THE CITY COUNCIL OF THE
CITY OF ROLLING HILLS, CALIFORNIA
MAY 13, 1991
A regular meeting of the City Council of the City of Rolling
Hills was called to order by Mayor Pernell at 7:34 p.m. on Monday,
May 13, 1991 in the City Council Chambers at the City Hall/
Administration Building, 2 Portuguese Bend Road, Rolling Hills,
California.
ROLL CALL
PRESENT: Councilmembers Leeuwenburgh, Murdock, Mayor Pro
Tem Swanson, Mayor Pernell
ABSENT: Councilmember Heinsheimer

CONSENT CALENDAR
Councilwoman Swanson moved approval of the Consent Calendar,
Councilwoman Murdock seconded and the motion passed without
objection.
a. Approval of Minutes of the Regular Meeting of April 22, 1991
and the Adjourned Meeting of April 29, 1991.
b. Payment of Bills - Demands Number 5419 through 5467 dated May
13, 1991 in the amount of $162,049.73 were approved for payment
from the General Fund, with the exception of Demands No. 5430 and
5431 which were voided.
C. Wildlife Preservation Committee Mission Statement.

NEW BUSINESS
A. RESOLUTION NO. 640: A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROLLING HILLS, CALIFORNIA SUPPORTING LEGISLATIVE
EFFORTS TO EMPOWER PROPERLY TRAINED PEACE OFFICERS TO REMOVE
UNSAFE COMMERCIAL VEHICLES FROM STREETS AND HIGHWAYS.
Mayor Pernell reported that Resolution No. 640 was suggested
by the City of Rolling Hills Estates and will be considered at the
California Contract Cities Association meeting this month. At
present only California Highway Patrol Officers are authorized to
remove unsafe commercial vehicles from streets and highways.
Resolution No. 640 supports legislative action to allow Sheriff's
Deputies or other peace officers to perform such functions.

Mayor Pro Tem Swanson moved approval of Resolution No. 640,
Councilwoman Murdock seconded and the motion passed without
objection.
B. RESOLUTION NO. 641: A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROLLING HILLS, CALIFORNIA APPOINTING AN ALTERNATE
DIRECTOR TO THE BOARD OF DIRECTORS OF THE COUNTY SANITATION
DISTRICT.
It was moved by Mayor Pro Tem Swanson and seconded by
Councilwoman Murdock that Resolution No. 641 be added to the Agenda
as an urgency measure. The motion passed without objection of four
members of the City Council.
Mayor Pernell explained that because there will be a
Sanitation District Board meeting on May 15, 1991 and he will not
be able to attend, this Resolution would appoint Mayor Pro Tem
Swanson to attend and act at the meeting.
Councilwoman Murdock moved introduction of Resolution No. 641
and waived reading in full. The motion was seconded by Mayor Pro
Tem Swanson and passed without objection.
MATTERS FROM MEMBERS OF THE CITY COUNCIL
Mayor Pernell announced two upcoming functions of the County
Sanitation District: (1) the Directors Orientation Tour on June
5; and (2) the Marine Survey Trip on May 25. City Manager Nealis
has information for anyone interested in attending.
MATTERS FROM STAFF
A. DOMINGUEZ BRAND AWARD
City Manager Nealis stated he has received nomination forms
for the Dominguez Brand Award, due by August 1, 1991. Nominations
may be made from the public sector, and City Councils may nominate
a committee member or commissioner who has provided outstanding
volunteer efforts for the community.
B. NEW TELEPHONE LINES IN ROLLING HILLS
Mayor Pro Tem Swanson asked why the new telephone lines being
installed in Rolling Hills are so thick and why they are covered
with a bright yellow casing. City Manager Nealis said he is
expecting a written report from Kevin Peterson of GTE. Verbal
information is that it is a line expansion to provide an increased
number of lines for local area residents. Mr. Nealis informed Mr.
Peterson that there had been a number of concerns expressed about
the size of the lines and the manner in which they were installed,
and Mr. Peterson's report is to address these concerns.
Mayor Pernell requested staff to inquire whether some of the
things they are doing could be put underground, especially in the
high visibility areas.
MATTERS FROM THE CITY ATTORNEY; CLOSED SESSION
There were no matters from the City Attorney and no need for
a closed session.
