5/28/1991MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF.ROLLING HILLS, CALIFORNIA MAY 281 1991 A regular meeting of the City Council of the City of Rolling Hills was called to order by Mayor Pernell at 7:30 PM on Tuesday, May 28, 1991 in the City Council Chambers at the City Hall/Administration Building, 2 Portuguese Bend Road, Rolling Hills, California. ROLL CALL PRESENT: Councilmembers Heinsheimer, Leeuwenburgh, Murdock, Mayor Pro Tem Swanson and Mayor Pernell ABSENT: None ALSO PRESENT: Craig Nealis City Manager L. D. Courtwright City Treasurer Lola Ungar Principal Planner Wendy Selogie Minute Secretary CONSENT CALENDAR Mayor Pro Tem Swanson moved approval of the Consent Calen- dar, Councilwoman Murdock seconded and the motion passed without objection. a. Approval of Minutes - Adjourned Regular Meeting of May 9, 1991 Adjourned Regular Meeting of May 10, 1991 Adjourned Regular Meeting of May 11, 1991 Regular Meeting of May 13, 1991 b. Payment of Bills - Demands Number 5468 through 5499 dated May 28, 1991 in the amount of $31,649.61 were approved for payment from the General Fund. C. Financial Statement for the Month of April, 1991 d. Review of City Landscaping Services 1 e. Notice to Customers of Rate Change Request - Southern California Gas Co. f. Notice of Rate Change Request - Southern California Edison g. Correspondence from Browning-Ferris Industries Regarding Spring Clean -Up NEW BUSINESS a. RESOLUTION NO. 641: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS SUPPORTING ASSEMBLY BILL NO. 2111, ASSEMBLY BILL NO. 2112 AND ASSEMBLY BILL NO. 2113 WHICH ENCOURAGE THE MARKETING, FUNDING AND USE OF DESALINATION FACILITIES IN THE STATE OF CALIFORNIA Councilwoman Leeuwenburgh moved approval of Resolution No. 641. The motion was seconded by Mayor Pro Tem Swanson and passed without objection. MATTERS FROM MEMBERS OF CITY COUNCIL a. WATER ISSUES Councilwoman Leeuwenburgh reported on desalination discus- sions at a recent West Basin Water Association meeting. Council asked that staff send a letter in favor of desalination to the West Basin, the Central Basin and the Southern California Edison Company. Councilwoman Murdock requested that staff research whether the County of Los Angeles has approved the use of gray water for landscape irrigation. b. SEWER LINES Mayor Pernell noted the Community Association's interest in hooking into the sewer line in front of City Hall. He suggested that the City consider doing so at the same time. Councilman Heinsheimer requested that staff study the benefits of setting up a sewer line assessment district for City property. r 0 C. TELEPHONE CABLES Mayor Pro Tem Swanson stressed the need to mitigate the un- sightly appearance of telephone cables, particularly in the Eastfield and Chesterfield areas. Council having agreed, Mayor Pernell asked that staff write a letter to the Telephone Company inviting them to discuss this matter at the June 10, 1991 City Council meeting. MATTERS FROM STAFF a. DISASTER PREPAREDNESS City Manager Nealis noted the upcoming meeting of the newly reactivated Disaster Preparedness Committee, to be held at 7:00 PM on Monday, July 1, 1991. b. HARDSCAPE PLAN SUBCOMMITTEE MEETING City Manager Nealis advised subcommittee members of tenta- tive dates for a joint meeting with the City of Rolling Hills Es- tates to examine the Hardscape Plan. Mayor Pro Tem Swanson and Mayor Pernell related their intent to notify staff of preferable dates. CLOSED SESSION At 7:55 PM the meeting was adjourned to a closed session.
