'� Mr. Jay Sullivan appeared before the Council to present � the report of the Financial Planning Committee wYiich had been appointed by the Mayor at the Council meeting held 1'0 August 1959 to prepare a five year projection of receipts, expenditures and valuations. He stated that the committee , had met and had researched all the available financial information and co�pil�d considerable data which v�ould be presented in the f'orm of a chart. Mr. Sullivan was thanked by the Council for his excellent work and was asked to re�ort f urther when the chart had been completed. ROVING GU�RD PATROL . ° Raymond Tong, . Chief Guard and Patrol Officer, appeared before the Council to report on the patrol which he said was very useful and he believed should be maintained. He stated that the patrol was not a substitute for manning the upper gates on Friday and Saturday nights and he recommended that this be continued. However, he felt that the patrol offered valuable assistance when teenage parties were in progress. There followed a discussion as to whether it would be advisable for Mr. Tong to have authorization to issue citations and it was decided not to do so, as this might jeopardize��the City� s contract with the Sheriff� s Department . t�ccordingly, Mr. Tong was instructed to warn persons he saw violating the Traffic Ordinance and to continue with his �atrol duties and the guard program as before. � CORRESPONDENCE The City Clerk read a letter dated October 19, 1959 • from Mrs. Richard H. Blekeley, President of the League of Women �Voters of Palos Verdes Estates, regarding a report on recreational facilities in Palos Verdes Estates. �����/$�A �P��O:�•� • . CITY BILLS � ` The City Manager . presented the register of bills to be allowed. Councilman Nielsen suggested that the Planning Commission be advised to keep its expenditures within the amount budgeted for that purpose f'or the fiscal year. On motion of Councilman Nielsen, seconded by Councilman Roach9 � �and on roTl call vote by the City Clerk unanimously carried, Demands 493 through 501 were approved for payment from the General Fund, as f'ollows: � Demand No. 493 Gilbert B: Myers �563;40 Demand No. l�94 Phyllis S. Brand Road at its juncture with Eastfield � Drive; 2, that a stop sign be placed on Southfield Drive at Ringbit Road f or downhill traffic and that stop signs be placed on Ringbit Road at its intersection with Southfield Drive; 3. that a stop sign be placed at Outricler R;oad and � Eastfield Drive to control uphill traffic . a The City Attorney was instructed� to draft an amendment to t>he Trafffic Ordinance � in accordance with the recommendations � � of the Traffic Cornmission, PALOS V�RDES. WATER COIV�PANY APPLICATION FOR RATE INCREASE Councilman Nielsen reported, that as instructed by the Council at the meeting held October 13 , 1959, he had con- tactecl Councilman Earle Parkhurst of the City of Palos � Verdes Estates and Councilman Ray Slaney of tYie City of Rolling Hil1s Estates who were investigating the application � - for rate `increase for their respectide cities. �He stated that Palos Verdes �states had written to the Public Utilities Commission to ask for adequate notification of hearings, Councilman Goodman reported that he had talked to Max Utt of tne law firm of .Gibson, Dunn and Crutcher and � advised that it would cost approximately two thousand dollara to have that firm review, the petition for rat.er; increase to determine if a contest by the City would be advisable, This estimate was based .on an hourly rate of • one hundred dollars. The City Attorney was requested to write to the �'ublic Utilities Commission and request notification of any action in connection with the applfcation. � �.� RESOLUTIOTI N0. 89 .� Thereupon, on motion made by Councilman Horn, seconded by Councilman Nielsen and, after discussion in which all Councilmen participated, Resolution No. 89 entitled '�A Resolution of the City Council of the City of Rolling H.ills Commending the Board of Supervisors of Los Angeles County for Establishing Superior Court Districts in Los Angeles County" was on roll call vote . by the City Clerk unanimously adopted. Resolution No. 89 is : set forth in full in the Book of Resolutions. . PURCHASE OF PICKUP TRUCK It was moved by Councilman Horn that, in view of . the discussion with S�t. Tong, the matter of the purchase . of a pick>up truck be indefinitely tabled. The motion was seconded by Councilman Goodman and unanimously carr�:ed. ^1he City Clerk was directed to thank each bidder and state that the City had not purchased a truck. � � �; PROPOSED ,SUBDNISIOTJ ORDINANCE AND �ONING MA�TTERS � . __..� �.�,M. _ .� C Councilman Goodman presented copies of a proposed � subdivisior_ ordinance that he had prepared" to the Cou ncil � and requested that it be studied carefully. • � The City Pllanager reported that Director Ralph Blakey of the Rolling Hills Cornmunity Associatifl n had requested two hundred copies of pages 9, through 16 of the proposed zoning ordinance draft for distribution within the community, The manager was instructed to furnish the copies and to bill N1r.
