6/24/19911 1 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA June 24, 1991 A regular meeting of the City Council of the City of Rolling Hills was called to order by Acting Mayor Heinsheimer at 7:31 p.m. on Monday, June 24, 1991 in the City Council Chambers at the City Hall/Administration Building, 2 Portuguese Bend Road, Rolling Hills, California. ROLL CALL PRESENT: Councilmembers Heinsheimer, Leeuwenburgh, Murdock ABSENT: Mayor Pernell, Mayor Pro Tem Swanson (excused) ALSO PRESENT: Craig Nealis City Manager L. D. Courtwright City Treasurer (left at 7:40 p.m.) Lola Ungar Principal Planner Lucile Rogers Minutes Secretary CONSENT CALENDAR Councilwoman Leeuwenburgh moved approval of the Consent Calendar, Councilwoman Murdock seconded and the motion passed without objection. a. Approval of Minutes - Regular Meeting of May 28, 1991. b. Approval of Minutes - Regular Meeting of June 10, 1991. C. Payment of Bills - Demands Number 5534 through 5571 dated June 24, 1991 in the amount of $30,525.95 were approved for payment from the General Fund. d. Financial Statements dated May 31, 1991 (preliminary). e. West Basin Municipal Water District Resolution No. 5-91-586 regarding establishment of the Water Availability or Standby Charge. 1 Rolling Hills City Council Meeting - 6/24/91 f. PUBLIC HEARINGS A. CITY OF ROLLING HILLS DRAFT BUDGET, FISCAL YEAR 1991-92 RESOLUTION NO. 648: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS ESTABLISHING THE 1991-92 FISCAL YEAR APPROPRIATION LIMIT FOR THE CITY OF ROLLING HILLS. City Manager Nealis reported some changes to the draft budget since its initial presentation at the City Council meeting of June 10, 1991 which resulted in a new projected General Fund revenue balance at the end of the current fiscal year of $1,560. Revenues for the current fiscal year are anticipated to be $113,554 below the estimates provided earlier. The public hearing was opened. No comments were received from the audience, and the public hearing was closed. Councilwoman Leeuwenburgh moved adoption of the budget as presented, Councilwoman Murdock seconded and the motion passed without objection. Councilmembers added their thanks and congratulations to staff for the superb layout and presentation of the budget. Councilwoman Murdock suggested minor changes to Paragraph 2 on Page 3, and suggested adding the City Council to the organization chart. Councilwoman Murdock moved approval of Resolution No. 648, Councilwoman Leeuwenburgh seconded and the motion passed without objection. 2 Rolling Hills City Council Meeting - 6/24/91 1 SPECIAL PRESENTATION REPORT FROM XS. JEANNE-MARIE BRUNO OF METROPOLITAN WATER DISTRICT WITH REGARD TO DEVELOPMENTS IN DESALINATION AND GREY WATER USE. Ms. Bruno described the Metropolitan Water District (MWD) and the need for rationing in the current drought period. Alternative sources of water are being investigated by the MWD. Desalination plants are located throughout the world but in California only the Diablo Canyon Power Plant and Catalina Island are in operation. Several other areas with severe drought problems are currently looking into desalination. The two main methods of desalination are membrane, or "reverse osmosis," where desalted water is pushed through a membrane to remove impurities; and "distillation," or heating the water to boiling and condensing the vapors. MWD is looking at distillation methods because large scale plants are needed for the future. A feasibility study is currently underway to consider a 100 million gallons per day (MGD) plant in Tijuana which would also generate 500 megawatts of electricity. In addition, 13 sites along the coast are being investigated for a 5 MGD distillation -plant being planned by MWD in conjunction with Southern California Edison. This smaller plant could be operational in 1995 and would lead to a 100 MGD plant by the turn of the century. Economics is the major factor to be considered. The cost for 100 gallons of water is about 4 cents using ground water, 7 cents using MWD imported water, and 60 cents for desalinized water. For the long term, Ms. Bruno said, desalination is the way to go. 'For the short term, grey water use can be helpful. The County Health Department is very cautious about the use of grey water since it is notfiltered or disinfected and could contain disease causing organisms. Los Angeles County will not allow modification of any indoor plumbing to use grey water for irrigating lawns. Temporary, subsurface irrigation systems are allowed in some counties. Grey water may be used for flushing toilets, and the final rinse water in washing machines 'may be used to start the next load in Los Angeles County. Ms. Bruno distributed a brochure explaining the safe use of grey water during a drought. Councilwoman Leeuwenburgh asked if these regulations might be changed if this turns out to be a 10 -year drought, and Ms. Bruno said that studies are being done on the results of grey water use -1 3 ' Rolling Hills City Council Meeting - 6/24/91 OPEN AGENDA No one present wished to speak on the open agenda. MATTERS FROM MEMBERS OF THE CITY COUNCIL Councilwoman Leeuwenburgh reported on the Mosquito Abatement District public hearing on the new temporary tax increase. The only comment received was positive. MATTERS FROM STAFF City Manager Nealis reported that an agreement has been received from Max Solutions, a computer consultant firm, which will be placed on the agenda for action at the next City Council meeting. Their computer system has been tested at City Hall and seems very impressive. City Manager Nealis noted that two planned outages by Southern California Edison will take place on June 26 and 27, at various locations in the City. Property owners have been notified.
