September 23, 1991
A regular meeting of the City Council of the City of Rolling
Hills was called to order by Mayor Pernell at 7:35 p.m. on Monday,
September 23, 1991 in the City Council Chambers at the City Hall/
Administration Building, 2 Portuguese Bend Road, Rolling Hills,
California.

Councilwoman Murdock moved approval of the Consent Calendar,
Councilwoman Leeuwenburgh seconded and the motion passed without
objection.

SPECIAL PRESENTATION TO DEPARTING DEPUTY TRAFFIC ENGINEER.
TOM SORRENTINO
Councilwoman Leeuwenburgh thanked Deputy Traffic Engineer
Sorrentino for his outstanding service to the City of Rolling Hills
over the past three years. Mayor Pernell presented him with a
plaque in appreciation for his services.
PLANNING COMMISSION ITEMS
A. ZONING CASE 462: Variance application for encroachment into
rear yard setback for construction of swimming pool.

RESOLUTION OF APPROVAL NO. 91-23
Principal Planner Ungar reported that the Planning Commission
has approved this, application, incorporating mitigating measures
into the Resolution to address neighbors' concerns regarding
privacy, noise and lighting.
Mayor Pro Tem Swanson moved approval of the staff
recommendation to receive and file Resolution No. 91-23. The
motion was seconded by Councilwoman Leeuwenburgh and passed without
objection.
PUBLIC HEARINGS - Continued
A. ZONING CASE 432: CONTINUED CONSIDERATION OF AN APPEAL OF
PLANNING COMMISSION ACTION DENYING A SITE PLAN REVIEW APPROVAL
TO CONSTRUCT A NEW SINGLE FAMILY RESIDENCE.
PLANNING COMMISSION RESOLUTION OF DENIAL NO. 91-17

Rolling Hills City Council Meeting - 9/23/91
City Manager Nealis reported that on September 19, 1991 the
City Council conducted a field trip to the site to consider the
plans. Since the site visit the applicants have submitted a
revised set of plans calling for a 2,950 square foot residence.
The plans denied by the Planning Commission called for a 3,210
square foot residence.
The Fire Department has been consulted regarding fire
prevention capabilities on the lot and they have specified certain
measures which 'must be taken to address their concerns. In
addition, a Variance must be obtained for the stable in the front
yard area.
In reply to a query from Mayor Pernell, the applicants
indicated they are abandoning the plans which were previously
denied by the Planning Commission. City Attorney Jenkins advised
that either the revised plans could be remanded back to the
Planning Commission for consideration with a request for a
Variance, or the applicants could be required to file a new
application. Councilmembers agreed not to require a new
application for the Site Plan Review.
Councilwoman Leeuwenburgh moved that a revused application be
remanded back to the Planning Commission and a new application for
a Variance for the proposed barn in the front yard be filed at the
same time. The motion was seconded by Councilwoman Murdock with
the condition.that the Planning Commission be notified that the
City Council has not made a judgment or expressed an opinion on the
application.
Mayor Pernell postponed action on the motion to allow the
applicants a few minutes to confer.
OLD BIISINESS
None.
NEW BUSINESS
A. ORDINANCE NO. 234: AN ORDINANCE AUTHORIZING ESTABLISHMENT OF
SANITARY SEWER REIMBURSEMENT DISTRICTS AND AMENDING THE
ROLLING HILLS MUNICIPAL CODE.
City Manager Nealis explained that Ordinance No. 234
authorizes the formation of sanitary sewer reimbursement districts
to provide a process for reimbursement of construction costs to
those providing original private funding in the event of future
connections to the sewer system.

City Attorney Jenkins pointed out that this procedure is
basically an accounting system and is much simpler than setting up
a benefit district.
Mayor Pro Tem Swanson moved introduction of Ordinance No. 234,
Councilwoman Murdock seconded and the motion passed on a 5-0 roll
call vote. Mayor Pernell congratulated the staff.on their efforts
and Mayor Pro Tem Swanson expressed her hope that this will serve
as a model for other efforts in the community.
B. CONSIDERATION OF PARTICIPATION IN PROJECT TO REMEASURE SURVEY
MONUMENTS WITHIN THE FLYING TRIANGLE AREA.
City Manager Nealis reported that staff recommends this item
be held over at the request of the City of Rancho Palos Verdes
Redevelopment Agency pending further definition of the costs
involved. Mayor Pro Tem Swanson requested an update from the staff
on the efforts of the City of Rancho Palos Verdes and the U.S. Army
Corps of Engineers.
OPEN AGENDA
Mr. Al Esser, 71 Crest Road East, referred to his letter of
July 3, 1991 regarding the suggested Klondike Canyon impervious
drainage and supplemental sewers. He presented a poster showing 1^
two panoramic views of the central coastal portion of the southern
watershed taken in early March and on May 2, 1991 from non -
impervious portions of the existing Klondike Canyon drainage
system. He complimented the City Manager on his helpful
suggestions on the matter.
PUBLIC HEARINGS - Continued
A. ZONING CASE 432:
Mr. Spata thanked the City Council for the opportunity to
speak with the applicants, and said they support the motion to
remand the application back to the Planning Commission. It was
clarified that the only additional fees will be those required for
the Variance application.
The motion of Councilwoman Leeuwenburgh to remand the
application to the Planning Commission was considered and passed
without objection.

MATTERS FROM MEMBERS OF THE CITY COUNCIL
Councilwoman Leeuwenburgh reported that at the last Traffic
Commission meeting, Commissioner John Welbourne reported on his
experiences with the speedboard mounted on the back of his truck.
She suggested that Commissioner Welbourne be invited to address the
City Council on this subject at the next meeting'.
In reply to a question from Mayor Pro Tem Swanson regarding
the speedboard, Captain Mangan of the Los Angeles Sheriff's
Department, Lomita Station, explained that the speedboard is an
electro -mechanical device which operates off an automotive battery
to advise approaching motorists of their speed and the posted legal
speed limit. It is inexpensive, transportable, and easy to operate
by volunteers.
Councilwoman Leeuwenburgh asked Councilmembers to choose a
date for the December Open House. December 9, 1991 was selected,
and Councilwoman Leeuwenburgh said she would proceed with the
arrangements.
Councilwoman Leeuwenburgh suggested that sometime in the next
six weeks or so a geology tour be scheduled for an update of the
Flying Triangle area. The City Manager was directed to make
arrangements for the tour and to notice it in the Bulletin.
Councilwoman Leeuwenburgh suggested that a letter from the
City Council be sent to Anne LaJeunesse, formerly with the Palos
Verdes Peninsula News, thanking her for her seven years of
attendance at Rolling Hills City Council meetings and her excellent
reporting for the City.
Mayor Pro Tem Swanson reported that the school year began
smoothly with regard to delivery of public services. RTD is
monitoring the needs and the new RTD service has been well received
by the community. Ridership has been increased to at least four
times what it was last year.

None.
CLOSED SESSION
The meeting was adjourned at 8:20 p.m. to a closed session for
the purpose of discussing legal matters.
MEETING RECONVENED AND ADJOURNED
The meeting was reconvened at 9:14 p.m. and adjourned at 9:15
p.m. to Monday, October 14, 1991 at 7:30 p.m.
